Description
This modification to the pre-solicitation notice corrects the ordering period. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire advertising and marketing services on an unrestricted, full and open competitive basis in support of the U.S. Navy�s Marketing and Advertising Program for the Commander, Navy Recruiting Command (CNRC), Millington, TN. The Navy requires full-service advertising and marketing services to assist in fulfilling critical manpower needs to fill vacancies in enlisted and officer programs for both the active and reserve components. The required full-service advertising and marketing services consist of such elements as: (1) Primary and secondary market research, including target audience identification, segmentation, and analysis; (2) Comprehensive account planning and strategy; (3) Creative design, development, trafficking, and production in all media (including, but not limited to, TV, radio, print, on-line, internet display (online and mobile), interactive, social media (Facebook, Twitter, YouTube, etc.) and other electronic modes); (4) Media planning, placement, and purchase (including, but not limited to, TV, radio, print, on-line, internet display (online and mobile) interactive, and other electronic modes); (5) Direct response activities encompassing, but not limited to, print modes and e-mails; (6) Comprehensive fulfillment operations; (7) Database enhancement, maintenance, and management, prospect relationship management, and other information technology (IT) support activities consistent with current and evolving advertising industry practice; (8) Contact-Response or Call Center operations; (9) Events marketing activities; (10) Operation, maintenance, and upgrading of a state-of-the-art Internet website for Navy recruiting that is appealing and useful to the primary target audience, influencers, and diversity targets; (11) Management and financial interfaces with all contracting and subcontracting components; and (12) Monitoring of all advertising and marketing efforts, analyzing and reporting on their effectiveness and return on investment. The proposed contract action is for services for which the Government intends the placement of a single Firm Fixed Priced (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base ordering period commencing on or around 20 May 2021 through 19 May 2022, plus four one-year option periods to extend the term of the contract through 19 May 2026, if all options are exercised. It is the intent to process this procurement under FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation, and ultimately award a single IDIQ contract as a result of the forthcoming solicitation. Interested vendors will be requested to submit both non-price and price proposals. The Government anticipates that the resultant contract will be awarded on a best value basis where the non-price (technical) volume will be considered more important than the price volume. The applicable NAICS code is 541810 with a small business size standard of $16.5 million. Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO website: http://www.neco.navy.mil or beta.sam.gov on or about 28 April 2020. The closing date for the receipt of offers will be set forth in the RFP. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for the information received. All responsible sources may submit a proposal, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. By submitting an offer, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/portal/public/SAM/.
