This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service- Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of Large or small business, e.g. Services Disabled Veteran Owned Small Business, Veteran- owned small business (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. DESCRIPTION OF SERVICES REQUIRED. The Environmental Management Services (EMS) at the PVAHCS requires a Contractor to provide hospital housekeeping services for Weekend (Sunday and Saturday) Ward Housekeeping Services (square footage is approximately 412,000 sq ft) of the Phoenix VA Health Care System. (PVAHCS) located at 650 E. Indian School Road Phoenix, AZ 85012. The areas are located in Building 1 and Building 16 (building #16 is connected to building #1) and will require all 3 shifts covered (1st shift, 2nd shift and 3rd shift), Coverage shall also include any Federal Holiday which fall on that Sunday or Saturday. Ward Areas are but not limited to; 2A, 2C, 2D, 3A, 3B, 4A, 4C, 4D, 4E, 5C, 5D, CLC1 (Building #16), CLC2 (Building #16), IR, ICU, SPD, VCS Canteen, Canteen Store, C335, OR, In. Pt. Blood Lab, ENT, In Patient Pharmacy, Hemo/Cath and 6th GI Clinic and Sleep Lab to include waiting rooms of the areas and all public restrooms and main hallways within the main hospital medical center. Additionally, elevators, stairwells, deep cleaning of upholstery and carpet as needed throughout. The Contractor shall provide all labor, supervision, management support, and equipment, supplies/consumables/materials to facilitate cleaning. Contractor shall, at all times, maintain the facilities in accordance with this Performance Work Statement (PWS) and with Environmental Service Sanitation Procedure Guide that meet Aseptic Cleaning medical industry standards and the joint commission. The PVAHCS facilities will continually present a clean, neat, and welcoming appearance to our Veterans, visitors and staff. Work Preformed Sunday and Saturday. Includes Federal Holidays when falls on Sunday and/or Saturday Areas require 24-hour labor staffing and supervision for 3 Shifts One Calendar year Equals 104 working days per year; Leap Year has 105 working days Facility Recommends for Adequate Staffing Coverage 1st Shift Ten (10) Housekeeping Aids Plus One (1) Supervisor 2nd Shift Eleven (11) Housekeeping Aids Plus One (1) Supervisor 3rd Shift Six (6) Housekeeping Aids Plus One (1) Supervisor Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is NAICS Code 561720 Janitorial Services ($19.5M Average Annual Receipts). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service- Disabled Veteran-Owned Businesses or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors shall submit information by e-mail including the solicitation number in the subject line to April.Graves@va.gov and Sheri.Erie@va.gov. All information submissions shall be received no later than 1:00 pm Pacific Standard Time on July 2, 2020. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation may be published.
