Mississippi Avenue, Suite 900 ���������������������������������������������Denver, CO� 80246 Phone:����������������������������������303-220-9400 Firm Name(s): ���� ��������������� Gilmore Construction Address:�������������������������������4949 Ironton St. ���������������������������������������������Denver, CO� 80239 Phone:����������������������������������303-371-5700 April 29, 2020 - AMENDMENT 0001 - PHASE 1 - REQUEST FOR QUALIFICATIONS Amendment 0001 is issued to provide answers to questions received in writing received in response to the Phase I Request for Qualifications issued on April 15, 2020.� Documents provided to support this amendment are as follows: 1.� Amendment 0001 - Standard Form 30 - Phase 1 Questions and Answers 2.� Amendment 0001 - 1 - The Solicitation - Phase 1 (revised from initial RFQ) The response due date remains unchanged April 15, 2020 - PHASE 1 - REQUEST FOR QUALIFICATIONS Solicitation No.:� 47PJ0020R0043 The purpose of Phase 1 (the Request for Qualifications) is to select the� most highly qualified Offerors from Phase 1 to participate in Phase 2 (the Request for Proposals).� Once Phase 1 is complete, the Contracting Officer will invite the three �short-listed� Offerors to submit Phase 2 proposals.� Potential Offerors are hereby placed on notice that GSA will publicly announce the names of the Phase 1 �short-list� on the beta.sam.gov site. The Phase 1 solicitation documents are comprised of the following: 1.� The Solicitation - Phase 1 2.� Offeror Representations and Certifications Form 3.� Standard Form 1442 - Solicitation Offer and Award 4.� Draft of the Agreement (which includes a draft wage determinations) - the�final Agreement and wage determinations will be issued in Phase 2 5.� SBU Information Request Form 6.� Scope of Work documents Scope�of Work (SOW) documents are available.� In order to receive a copy of the SOW offerors must complete the provided SBU Information Request form and return it to the contracting officer and contract specialist.� Documents will be distributed to offerors who return a�properly completed SBU form. All questions related to Phase 1 of Solicitation 47PJ0020R0043 shall be submitted in writing via email, to the contracting officer and contract specialist no later than 10:00 AM, Mountain Time, April 27, 2020.� Questions received after this cutoff may not receive a response. All phase 1�qualification submissions must be submitted via email and received by the government no later than 10:00 AM, Mountain Time, May 14, 2020. It is anticipated, but not guaranteed,�that a second site visit will be held during Phase 2 for shortlisted offerors. PRE-SOLICITATION NOTICE Solicitation No.:� 47PJ0020R0043 On Februay 18, 2020 the sign in sheet for the Pre-Solicitation Conference was provided as an attachment. On February 3, 2020 a waiver was granted to exclude this project from the GSA Design Excellence program; the Design Excellence requirements are hereby removed from the pre-solicitation notice. GSA intends to issue a Request for Qualifications (RFQ) for a Design-Build (D-B) contract for the Building 40 and 1A, Bureau of Land Management (BLM), Colorado State Office (COSO) Consolidation project.� This acquisition encompasses the design and construction of the office and related space as required for the BLM COSO Consolidation.� Building 40 and 1A are located on the Denver Federal Center campus (Lakewood, Colorado) which is bound by Kipling Street to the east, 6th Avenue to the north, Simms Street to the west, and Alameda Avenue to the south.� The Denver Federal Center campus is a secured campus.� Although open to the general public, a valid government issued ID must be presented at each entry point guard station. The total space requirement consists of approximately 55,294 combined gross square feet (B40 is approximately 50,092 gross square feet and B1A is approximately 5,202 gross square feet), available for use by the agency for personnel, furnishings, and equipment.� The building will be designed and constructed in English units.� The estimated total design/build cost is between $10,000,000.00 and $20,000,000.00 with occupancy planned for the year 2022.� The scope of Design Build Services may include, but is not limited to, the following: design/construction documents and construction work, which consists of providing all labor, equipment, and materials for a complete build-out. GSA intends to award a firm-fixed price design-build contract pursuant to the Federal Acquisition Regulation (FAR) two-phase design-build selection procedures (FAR Subpart 36.3).� For this contract award process, GSA will issue two solicitations in sequence: Phase 1 and Phase 2, respectively. The purpose of Phase 1 (the Request for Qualifications) is to select the� most highly qualified Offerors from Phase 1 to participate in Phase 2 (the Request for Proposals).� Once Phase 1 is complete, the Contracting Officer will invite the three �short-listed� Offerors to submit Phase 2 proposals.� Potential Offerors are hereby placed on notice that GSA will publicly announce the names of the Phase 1 �short-list� on the beta.sam.gov site. Maximum Number of �Short-Listed� Offerors:� The Contracting Officer will select a maximum of three (3) of the most highly qualified offerors to proceed to Phase 2. Phase 2 of the solicitation is prepared in accordance with FAR Part 15 and will include the Phase 2 evaluation factors, developed in accordance with FAR Subpart 15.304.� The Phase 2 solicitation will require the submission of both technical and price proposals, which are evaluated separately, in accordance with FAR Part 15. Stipend:� In consideration for the preparation of a Phase 2 technical proposal, GSA will pay a stipend to Offerors not selected for award of the resulting contract.� Offerors that submit incomplete or unacceptable Phase 2 proposals will not be eligible for the stipend.� For the avoidance of doubt, no stipend is paid during Phase 1. At the conclusion of Phase 2, GSA intends to award a contract to a single Offeror for all design and all construction services. This procurement will be limited to small business firms in accordance with FAR Subpart 19.5 - Set-Asides for Small Business. The Phase 1 Request for Qualifications will be issued electronically on or about February 28, 2020 via the internet at www.beta.sam.gov.
