Description
This is a SOURCES SOUGHT SYNOPSIS ONLY.� The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of firms, especially small businesses including: Native American/Indian-Owned Businesses, 8(a) Certified Small Businesses, Historically Underutilized Business Zones (HUBZone) Small Businesses, Small Businesses (SBs), Women-Owned Small Businesses (WOSBs), Service Disabled Veteran-Owned Small Business (SDVOSBs), Small Disadvantaged Businesses (SDBs) and Veteran Owned Small Businesses (VOSBs).� The interest of �other than small business� is also requested.��� ��� NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED WITH THIS SYNOPSIS. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNPOSIS. Respondents will NOT be notified of the results of this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requested.� Please note that a decision not to submit a response to this RFI will not preclude a vendor from participating in any future solicitation. The government is seeking firms under the North America Industry Classification System (NAICS) Code�236115, New Single-family Housing Construction, with a size standard of $39.5 million. In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the anticipated project magnitude is between $250,000 and $500,000. Description/Scope of Work: The Department of Health and Human Services, Indian Health Service (IHS) anticipates an acquisition for the design and construction of one residential duplex (with two living units) to be used as IHS staff housing serving the Kyle Health Center in Kyle, South Dakota using the design-build method.� One unit of the duplex shall provide one bedroom.� The other unit of the duplex shall provide two bedrooms.� The one-bedroom unit shall be 725 square feet in size.� The two-bedroom unit shall be 950 square feet in size and accessible per Architectural Barriers Act (ABA) standards.� The duplex shall be located on a lot within the existing Kyle Staff Housing Area.� The original housing in this area was constructed in 1990.� Utilities including water, sewer, electricity, telephone and cable television are available in the street directly in front of the lot.� The duplex shall be designed with approximately the same general exterior appearance and finish as existing adjacent units.� Each unit shall provide a living area, dining area, kitchen, bathroom, laundry room/space, mechanical space and single vehicle separated garage.� Both garages may be attached to each other. Each unit shall have yards separated with five-foot-tall residential duty chain-link fences extending around the perimeter of the site with approximately the same configuration, construction and materials as existing adjacent units.�� ������ The Design Build (DB) Contractor will be required to perform all work, furnish all personnel, materials, professional services, other services, facilities and all other necessary incidentals necessary to design and construct the Kyle Staff Quarters Duplex.� The design and construction shall be performed in accordance with the latest published edition, codes, standards, and guidelines identified in IHS 2019 Architect-Engineer Design Guide and as described in the Statement of Work. The DB Contractor shall be responsible for all disciplines of design including but not limited to architectural, structural, civil, mechanical, plumbing and electrical.� The estimated period of performance is 583 calendar days (218 for design and 365 for construction).� ����������� Submission Package:� Interested Contractors are invited to submit a capabilities statement/narrative demonstrating the firm�s experience in design and construction projects of a similar nature as described above.� The submittal shall be no longer than ten (10) letter-size pages and shall include the following: 1.�Cover letter/sheet�that includes:� � a. Your firm's Data Universal Numbering System (DUNS) number,� � b. CAGE code (if applicable),� � c. Company point of contact (POC) and� � d. Socioeconomic status under North American Industry Classification System� (NAICS) code 237110 (i.e., SBA Certified 8(a), SBA Certified HUBZone, SDB, SDVOSB, WOSB, Native American Owned, etc.), and any other� relevant/appropriate data. 2.�Indicate if a solicitation is issued, will your firm be submitting a proposal (Yes/No) 3. General Business Information: Provide general information about your business, to include any relevant information pertaining to the requirement. 4.� Bond Capacity:� Information on the firm's bonding capability - specifically identify single and aggregate bonding capacities.� 5.�Experience: Submit at least two (2) but no more than five (5) of similar projects completed within the last ten (10) years that are relevant to the work that will be required under this project. Firms shall include the following information: a. Indicate whether Prime Contractor or Subcontractor for each project submitted; b. Dates of construction for each project submitted; c. Contract value, location, completion date, and complexity of job for each project submitted; d. Indicate whether the project is a federal, state, tribal or other for each project submitted; and e. Project references/Agency point of contact (telephone number and e-mail address) for each project submitted. 6.�Past Performance: Provide past performance on contracts with government agencies and private industry similar in size, scope and complexity to the instant project in terms of cost control, quality of work and compliance with performance schedules.
