Description
REQUEST FOR INFORMATION The 47th Contracting Flight is seeking information from industry for the purpose of conducting market research. This notice does not obligate the government to award a contract or any other type of contractual document. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME AND NO PROPOSALS WILL BE ACCEPTED. 1. Overview/Purpose/ Description of Procurement: The 47th Civil Engineer Squadron (47 CES) is seeking contractors capable of providing a firefighting training system that immerses a firefighter into a virtual reality (VR) environment that provides a realistic alternative to live fire training. The virtual reality environment must be capable of producing scenarios ranging from the common to the unusual. When immersive in the environment the firefighter wears a helmet, protective clothing and gloves, just like on the fire ground. They must experience the visual, radiated heat, noise and jet reaction of the fire hose. The fire fighter's adjustments to flow and water positioning changes the outcome. The ability to record temperature, height above the floor, volume of water discharged and heart rate. The collection of this data allows for analysis of the participants performance and exposure to unsafe conditions. A separate monitor for the trainer to monitor progress and actions in real-time and ability to stop the scenario at any time for feedback. The system must be portable and able to use indoors and outdoors. 2. Scope of Effort: Simulation Environment. The system must include a turn-key system with VR headset, Self-Contained Breathing Apparatus (SCBA) Backpack system with heated vest, real nozzle and fire hose with force feedback and separate monitor for the Trainer. Software requirements. The Contractor will: 1. Provide the VR FLAIM Trainer� or equal. a. Each Part Number: FS-FT2, FLAIM Trainer� Units V2 (updated backpack + Miracast + Vive Pro, includes 1 set batteries) b. VR headset: Head mounted immersive virtual reality display paired with a haptic feedback system. c. Nozzle and fire hose-line system: Mobile fire hose-line reel unit and nozzle generating up to 300 newton (N) of force, complete with a hose line packaging case for storage and transport. d. Fire hose and nozzle customized with haptic feedback system. e. Personal heat vest with heat generation components: Heat vest with heat generation components to simulate the heat of the virtual fire environment. f. Haptic feedback system shall allow the user to feel the force of the nozzle reaction and the heat of the fire in the VR environment. g. SCBA with computer and mask. h. Ability for the instructor to monitor the VR environment on a separate system. i. Ability to expand and allow a second user in the same VR environment. 2. Provide 1 of each Part Number: FS-MS-FT2, FLAIM Trainer� V2 Annual Maintenance Service: Annual maintenance including system support (system software and upgrades), charged annually in advance or equal. a. Annual maintenance license for the software systems, baseline content, customer specific scenarios delivered, critical updates and major releases). 3. Provide 1 of each Part Number: FS-SL-FT2, FLAIM Trainer� V2 Scenario Library Updates Application support (application maintenance support and upgrades) including content library access, charged annually in advance or equal. a. Ability to create an immersive virtual reality environment that creates an immersive 360-degree training experience to simulate handline firefighting through headset tracking, realistic graphics, and audio. b. A scenario library, which includes a range of fire events that mimic the scenario�s environment with situations involving, but not limited to aircraft fires, gas cylinder cooling, foam coverage, car fires, and scene size up. c. 1 each Part Number: FS-PS-TR, Professional Services: Installation and training service (per day, excluding travel and expenses) or equal. 3. Technical Characteristics The The 47th Civil Engineer Squadron (47 CES) is seeking contractors capable of providing an VR FLAIM Trainer� or equal. 4. Please provide a statement that contains the following: a) Capability of providing this service. b) Small business size status of the company, include any small business socioeconomic contracting programs (i.e., 8(a), HUBZone, SDVOSB, or WOSB programs) that your firm is registered under. RESPONSE GUIDELINES: Responses must specifically describe the contractor�s capability as stated in item four to meet the requirements outlined in this RFI. Companies who wish to respond to this RFI should send responses via email no later than 10 July 2020 to Mr. Javier B. Hinojosa at javier.hinojosa.4@us.af.mil. QUESTIONS: Questions regarding this announcement shall be submitted in writing by e-mail to Mr. Javier B. Hinojosa at javier.hinojosa.4@us.af.mil. The Government will not reimburse companies for any costs associated with the submissions of their responses. Responses will not be considered as proposals nor will any award be made as a result of this synopsis. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes.
