- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with The Mathworks, Inc. located at 3 Apple Hill Dr., Natick, MA �for MATLAB, Simulink, Simscape, and Simscape Electrical Simulation Software Packages, for the Mechanical Systems & Controls Group at the National Institute of Standards and Technology (NIST), Gaithersburg, Maryland. The Mechanical Systems & Controls Group at the National Institute of Standards and Technology (NIST) expands the scientific knowledge of building operation and integration with the smart electric grid. The group�s focus is to improve energy efficiency of building equipment through control strategies and technical insight related to grid stability, power quality, integration of distributed renewable energy resources, and provision of ancillary services.� The research activities include power system simulation and analysis. To fulfill its mission, the Mechanical Systems & Controls Group requires a power simulation software. The simulation software will be used to model, analyze, and evaluate the impact of using buildings� flexible loads to provide ancillary services such as reactive supply and voltage control, frequency response, frequency regulation, and reserve, as well as demand response and power quality issues like harmonic distortion, and voltage sag and swell. More specifically, this software will be used to develop detailed electric circuit models of various end-use appliances such as a heat pump, water heater, PV inverter, LED lights, chiller, among others, and verify their electrical performance using measurement data. These circuit models are time and frequency dependent. NIST requires The MathWorks, Inc.�s MATLAB, Simulink, Simscape, and Simscape Electrical simulation software packages to fulfill its mission. Previously, MATLAB environment was used to develop multiple residential energy management control algorithms and an assessment engine to rank their performances. To develop these control algorithms, MATLAB�s specialized optimization and machine learning toolboxes were used. A natural extension of this research is to integrate these control algorithms with the Simscape and Simscape Electrical power simulation environments. The objective of this integration is to analyze the impact of using these control algorithms on grid stability, power quality, and provision of ancillary services. No other vendor can provide software that seamlessly integrates with our existing MATLAB algorithms and testbeds or that possesses the necessary capabilities to further the project in a multi-domain simulation environment.� Specifically, Simscape provides a multi-domain simulation platform that facilitates the creation and integration of physical system components. These components can include mechanical, hydraulic, thermal, and electrical models. This multi-domain capability is a useful vehicle for performing co-simulation between different physical systems. In addition to its own power system modeling capabilities, Simscape Electrical can import SPICE electrical circuit models. This functionality is beneficial for production and integration of low-level power electronic circuit models e.g., rectifiers. Furthermore, MathWorks' products enhance our mission critical capability to collaborate with other NIST colleagues in the smart grid testbed. The testbed supports a range of smart grid interoperability research in measurement science, control systems, cybersecurity, power system stability, and more to fulfill NIST�s Congressional mandate as provided in the Energy Independence and Security Act (Public Law 110-140). Therefore, it is vital to purchase this software to allow for uninterrupted continuation of services and projects. The Mathworks, Inc. is the sole developer, and sells directly to customers. No other software in the market was identified as being compatible with the existing hardware and software. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 15, 2020 will be considered by the Government.� All responses to this notice of intent must be submitted via email to January.Magyar@nist.gov so that they are received no later than July 15, 2020 at 10:00 AM Eastern Time.
