Description
The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. The mission of the USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. Intent to Sole-Source: USU intends to award a sole-source, firm-fixed-price contract to Digital Information Services LLC doing business as Computer Intelligence Association, Inc. for two Adobe Creative Cloud Enterprise Term License Agreements (ETLAs); one license agreement for 1,875 USU faculty/staff members and one license agreement for 1,255 USU students. Both Creative Cloud license agreements must encompass Adobe�s design tools (Adobe Photoshop, Adobe Illustrator, Adobe InDesign, Adobe Bridge, Adobe Extension Manager, Adobe InCopy, Adobe XI Pro), Adobe�s web tools (Adobe Dreamweaver Adobe Flash Professional, Adobe Flash Builder Premium Edition, Adobe Fireworks), Adobe�s video and audio tools (Adobe Premiere Pro, Adobe After Effects, Adobe Audition, Adobe SpeedGrade, Adobe Prelude, Adobe Encore, Adobe Media Encoder), and Adobe�s Creative Cloud Exclusive (Adobe Photoshop Lightroom, Adobe Muse, Adobe Edge Animate, Adobe Edge Inspect, Adobe Code Preview, Adobe Edge Reflow, Adobe Edge Web Fonts, Adobe Scout, Cloud Storage, Collaboration Tools). The license agreements must also include enterprise deployment tools, new features, and upgrades as soon as the products become available. The license agreements must cover campus installations and 2 work from home installations for faculty, staff and students. Intended Recipient: Digital Information Services LLC, 10425 Dalebrooke Lane, Potomac, MD, 20854-6412 Sole Source Justification: The agreement between Adobe, Inc. and the Maryland Education Enterprise Consortium (MEEC) is the only known vehicle providing all the aforementioned, required Adobe tools into 2 packaged license agreements (1 license agreement for USU�s faculty/staff and 1 license agreement for USU�s students. Digital Information Services LLC (doing business as Computer Intelligence Association) is the sole supplier of the Adobe licenses to MEEC members, therefore there is no expectation another supplier can provide the required Adobe tools in one packaged license via MEEC to the USU. The requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i). This is NOT a request for Quotes. In accordance with 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can supply the aforementioned, required Adobe tools in 2 packaged license agreements (1 for USU�s faculty and staff and 1 for USU�s students). Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. Responses must be received via email at amanda.talley@usuhs.edu by 12:00PM on Thursday, July 16, 2020.
