Description
Request for Information (RFI) The Department of Veterans Affairs (VA) is issuing this RFI in accordance with FAR 15.201(e). This RFI is issued for the purpose of conducting capabilities and market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Proposal. The Department of Veterans Affairs is not at this time, seeking proposals or quotes and therefore will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing an acquisition strategy and Product Description (PD)/Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or sensitive information contained in their response. This is a request for information only and does not obligate the Government in any way, nor does it commit the Government to a specific course of action. The Government is seeking as much information as possible and a complete response from industry to this RFI during this market research activity may assist the Government in developing an acquisition strategy and finalizing any PD/PWS. Background The National Oncology Program (NOP) Office in Specialty Care Services, Department of Veterans Affairs, is responsible for oncology-related policy and programs in the Veterans Health Administration, the nation s largest integrated healthcare system. The mission of NOP is to improve the lives of Veterans with cancer through Precision Medicine by implementing a learning healthcare model to quickly transition new knowledge into clinical practice and to maximize learning from clinical practice. To accomplish that mission, NOP manages multiple complementary and interdependent projects including: National Precision Oncology Program (NPOP), Oncology Clinical Pathways, TeleOncology service, PHASER pharmacogenomics partnership with Sanford Health, and the VA Cancer Registry System. NOP also partners with other program offices to provide oncology-related services including Prostate Cancer Foundation funding for clinical research, the VA Office of Research and Development for Lung Cancer Precision Oncology Program (LPOP, also in partnership with National Center for Health Promotion and Disease Prevention, Office of Pulmonary/Critical Care/Allergy, and Office of Diagnostics/Radiology), Clinical Trials Matching, Million Veterans Program, and Access to Clinical Trials for Veterans, and the Genomic Medicine Service for telehealth-provided genetic counseling service. The National Oncology Program Office is committed to the implementation of Clinical Pathways for the oncological care of Veterans. Clinical pathways are standardized, evidence-based disease management and treatment protocols, which encompass comprehensive cancer care from diagnostics to end of life treatment for homogenous patient groups. Unlike clinical guidelines which provide multiple options for many care decisions, a clinical pathway is a roadmap of the one preferred care plan for a practice or group. Implementation of a clinical pathway has been shown to reduce unwanted variation in care, and thus improve outcomes, reduce adverse effects and risks, and lower costs. Adherence to the latest evidence is a requirement in selecting and administering chemotherapy or other pharmacologic treatments for cancer [VHA DIRECTIVE 1413, June 6, 2019]. As the VA cares for a unique population, clinical pathways should be developed internally to accurately reflect the needs of the veteran cancer patient in a process that is as free of bias as possible. The goals of adoption of clinical pathways in the VA are not only to standardize oncology care, but to ensure quality care is delivered safely and in a cost-effective manner. Objective To support the internal development of Oncology Clinical Pathways, the VHA National Oncology Program Office is seeking sources for Oncology Clinical Pathway templates and software that may be customized for use within the complex VHA EHR environment. This includes but may not be limited to: Medical Oncology clinical pathways Preference for Dana-Farber content or comparable Self-service authoring tool, allowing editing of pathways Clinical decision support guidance with automatic periodic updates  Related Clinical Trial inclusion and exclusion criteria (e.g., disease indication, histological subtype, genomic markers, etc.) Opportunity for clinicians to participate in clinical pathway development and updates THERE IS NO SOLICITATION AT THIS TIME. Have you provided these products or services for a Federal department or agency previously, or are you doing so currently? If so, provide contract and task order numbers, total award amount, agency name, and procurement method and vehicle (e.g., open market single award, GSA Federal Supply Schedule, internal agency ordering contract, etc.). Are these products/services covered under your GSA schedule contract, and if so what Schedule(s) and SIN(s) are most appropriate for this type of service?
