Description
The U.S. Immigration and Customs Enforcement (ICE) intends to negotiate, on a sole source basis, under the authority of FAR 13.5, with the Health Emergency Response Occupations (HERO) Training Center in Cottage Grove Minnesota for the use of a law enforcement training facility by ICE Enforcement and Removal Operations (ERO) St. Paul, MN Field Office. ***** The St. Paul Field Office has a need for a secure law enforcement training facility where ERO Law Enforcement Officers can qualify with firearms and conduct indoor Advanced Firearms Training Exercises (AFTE).� This equates to approximately 480 training hours per year of policy mandated firearms, defensive tactics, and corresponding policy review training. � The facility shall be able to accommodate up to 75 ICE/ERO officers per quarter. Flexibility in scheduling, canceling and rescheduling is important due to the nature of Law Enforcement duties. Officers may be required to respond to a case resulting in a last-minute cancellation of training as well as the need to reschedule within that quarter. ICE�s new use of force policy requires officers to train in specialized training spaces including multi-media enabled large class rooms, mat rooms, less-than-lethal integrated scenario based training (ISBT) environments, room clearing/entry tactics buildings/set-ups (a movable wall system that allows for the setup of multiple room types), as well as access to at least 10 firing lanes, with each lane being at least 50 yards in length.� The HERO Center is the only range within a 20-mile radius of the St. Paul Field Office located at 1 Federal Drive, Suite 1640, Minneapolis, MN 55111 that can accommodate the number of on-demand shooting points, support all required firearms, is willing to relinquish cease fire determinations to ICE, and can satisfy the requirements to conduct indoor Advanced Firearms Training Exercises (AFTE) mandated by policy. Without the use of this range ICE ERO Law Enforcement Officers in St. Paul, MN would be unable to complete training exercises in accordance with the mandated use of force policy. *****The North American Industry Classification System (NAICS) code for this acquisition is 713990 � All Other Amusement and Recreation Industries with a small business size standard of $8.0 million. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by July 20, 2020 5:00 p.m., EST will be considered by the government. Responses shall be submitted via email to amber.gray@ice.dhs.gov.
