- Description
- This acquisition is for the propane delivery requirements at Ft. Greely, Ft. Wainwright and JBER. The propane isused for propane tank heaters, forklifts, cooking requirements and others requirements as needed. This requires propone sales, delivery and on sight filling of various sizes of tanks. The supplier must be able to delivery to all locations listed, bearing in mind that access to military installations is required. The anticipated delivery period for this BPA is 8/12/2020-8/11/2021, with four 12 month option periods. The estimated quantity of this effort is 260,000 gallons including all options. See attached combined synopsis/solicitation. Offerors must submit their bid using the format of thesample bid sheet included in the combined synopsis/solicitation. Responses to Questions - There is 1 tank at Ft Greely, 2 tanks at Seward Rec Camp, and 1 at Burger King on Ft Wainwright that require constant fill and are 1000 to 1500 gallon tanks. Everything else is as needed and can be at various places. Those tanks are typically 20-100 gallon and some 500. Est. Is 50-125K gallons per year. You can quote based off index prices if you like but you will need to clarify how the quote is being derived so it can be evaluated. Does the supplier need to be able to service all the AK installations listed? It looks like we can specify which locations we can service. Is this correct? You can Specify which locations you service. Will the quoted price for the base year be the delivered price per gallon for each year? Or is this quoted price per gallon being used to get vendors on the BPA and then they will be asked for price quotes each time deliveries are requested? Award will be determined based on the overall best price for the term of the BPA. We are aware that Propane prices fluctuate. You can quote based off index prices if you like but you will need to clarify how the quote is being derived so it can be evaluated. If multiple BPAs are awarded the calls will be competed between each of the awardees. What is the annual gallon usage per base? Est. Is 50-125K gallons per year. Are the tanks and cylinders Government owned? Most are Government owned. Some tanks may need to be provided. Is it possible to get a breakdown per base of the propane cylinders and tank sizes and quantities of each type? There is 1 tank at Ft Greely, 2 tanks at Seward Rec Camp, and 1 at Burger King on Ft Wainwright that require constant fill and are 1000 to 1500 gallon tanks. Everything else is as needed and can be at various places. Those tanks are typically 5-100 gallon and some 500. If we cant provide service to smaller cylinders, can we still bid on base? Yes Can the smaller cylinders that need to be filled be exchanged rather than filled on site? For safety reasons, there is a cylinder size limit to what can be filled off the back of a bobtail truck due to the pressure in the house. Yes Can we offer a bulk price per gallon and a separate cylinder price per gallon? Yes Is the Burger King at Fort Wainwright still open and receiving propane deliveries? If yes, would it be part of the BPA? Yes When will the award be announced? Award is expected by 1 Aug Delivery tickets (which I believe are referred to as delivery invoices) are left at the site at the time of delivery. If still needed, are we able to email copies of the delivery tickets rather than mailing? Yes. Email is preferred. The invoices would be submitted in WAWF, but the delivery tickets would not be attached as we transmit data from our system directly in to WAWF via EDI with no manual involvement. If the tickets are emailed, is it acceptable for them not to be attached? Yes
