Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. DTRA has a requirement for Journal Subscription and intends to issue a sole source contract to Elsevier B.V., Radarweg 29, Amsterdam, Noord-Holland, 1043 NX, Netherlands, under the authority of FAR 13.106-1(b)(1)(i). The government believes that Elsevier B.V., �is the only source capable of providing the required Journal e-Subscription (ScienceDirect Prepaid Transactions), and that no similar product exists that will satisfy the requirement. The NAICS Code for this procurement is 511120.� The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. � Any other firm desiring consideration must fully demonstrate its capability, in writing, to provide the required items, no later that� 15 July�2020 by 4 pm, MDT. �
