Description
This Special Notice is a Notice of Award to the Blackfeet Tribe of the Blackfeet Indian Reservation to perform Environmental and Cultural Monitoring as required by the Blackfeet Constitution and By-laws for the construction of St. Mary Canal Drop 2 and Drop 5. The Bureau of Reclamation has determined not to compete this contract, pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. Reclamation has awarded this contract to the Blackfeet Tribe of the Blackfeet Indian Reservation as a Sole Source procurement. The Aquatic Lands Protection Ordinance No. 117 was created to protect water quality and wetlands on the Blackfeet Indian Reservation for present and future generations. The Blackfeet Environmental Office issues permits to persons wishing to conduct work in all water bodies, aquatic and riparian lands, and wetlands on the Blackfeet Reservation. The work at Drop 5 is being performed in the North Fork of the Milk River and will require an Ordinance No. 117 permit. Class 2 Fees apply to Reservation residents desiring to make major improvements to their property, non-residents, corporations, associations, government entities and other entities. During construction, the Blackfeet Tribal Historic Preservation Office has requested a monitor on site during all excavation activities to ensure no cultural artifacts are uncovered and no surface artifacts are destroyed. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. This procurement was conducted using Simplified Acquisition Procedures with only one source reasonably available.
