- NOTICE OF INTENT TO SOLE SOURCE Page 2 of 2 The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for July 27, 2020. The intended Contractor is the American College of Preventive Medicine 1200 First Street, Suite 315 NW, Washington, DC 20002. The American College of Preventive Medicine (ACPM) staff will provide the coordination and provide the clearing house functions of recruitment, selection and verifying qualifications for hiring the PM physicians who will work in VA Medical Centers to conduct the testing and development of projects needed for validation of the delivery of health behavior change for Cardiovascular Disease Prevention. ACPM will identify and recruit the subject matter experts to form the multiple Advisory Groups that will guide the development of the content for the VA VMC Wellness Center patient education materials. They will be the channel of communication between the Loma Linda VA Coordinating Center directed by Program Directors at the academic training programs at Medical Universities to guide the selection of the partnerships that are best suited to the needs. ACPM is the only non-profit organization for the advocacy and leadership of Public Health and Preventive Medicine Physicians in the country and there is no similar organization which can provide the services needed for this large coordination of Preventive Medicine physicians in Veterans Health Administration medical centers and the Department of Defense. Fellows will be engaged in the management of Atherosclerotic Cardiovascular Disease (ASCVD) risk factors in Active Duty and Veterans population using the Veterans Affairs Virtual Medical Center (VA-VMC). The residency position will focus on one or two ASCVD risks factors with the purpose of using and testing the potential of Virtual Medical Center interaction to reduce Heart Disease Risk Factors in this population group. Fellows will develop skills in the areas of telemedicine and virtual medicine to prepare them for a future career in preventive medicine. The proposed period of performance shall be from September 01, 2020 through August 31, 2021 with one option year. The estimated value of the contract is $680,887. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. Any response to this notice must be received by July 21, 2020 and show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
