- VENDOR QUESTIONS & ANSWERS (Q&A) RFQ 36C10E20Q0213 ON-SITE CONFIDENTIAL SHREDDING SERVICES BALTIMORE VA REGIONAL OFFICE QUESTION: If you have past performance in CPARs do you have to submit a past performance questionnaire? ANSWER: A past performance questionnaire is not required if at least two current CPARS reports are provided for the same services. QUESTION: Is this a new requirement? If no who is the incumbent and the total award amount? ANSWER: This is a new requirement. QUESTION: Can a Subcontractor past performance be use for this bid. ANSWER: Yes. The CPAR report must be included with the quote. Can the monthly pickup be changed to every 4 weeks? This is easier to schedule and can be less confusing for the client. ANSWER: No, one scheduled pick-up per month. Schedule to be determined between contractor and customer. QUESTION: Will material other than paper, CDs and DVDs be separated to be shred off-site? For instance, tapes will damage the mobile truck shredding equipment, hard drives and microfiche require separate off-site destruction, etc. ANSWER: No, it will only be paper shred at the Baltimore location. QUESTION: Are the bins required to have a non-slotted top or is it acceptable for them to have the normal slot in the top for inserting the paper? Some VAROs have recently requested the non-slotted top, and these are more expensive and require a longer lead time to obtain. ANSWER: The slotted tops are requested. QUESTION: Shredding to 1x5 mm size cannot be easily accomplished on site, and this size is most frequently used for classified information rather than the typical confidential documents generated at a VA medical facility or at a VA office handling PII ad PHI information. VA Directive 6371 is generally the guiding document for any VA shred work, and it does not require shredding to 1x5 mm. Could this size description be changed to unreadable and unreconstructible as per VA Directive 6371? And could you please confirm that 6371 is the guiding document for this work? ANSWER: The contactor must be NAID certified or establish the minimum NAID standards as described in VA Directive 6371 Appendix A. If the measurements are the NAID Standard, then they are fine. We will not need to purchase the special equipment option. The 1x5 shredding requires special equipment and will constitute an increase in pricing, will the industry size shredding be acceptable? Below is the NAID industry size standard for mobile shredding: - Crosscut or Pierce and Tear: Width (max): ¾ inch & Length (max): 2 ½ inches - Continuous Shred: Width (max): 5/8 inch & Length (max): Indefinite - Pulverized, Disintegrator or Hammermill: Screen Size (max): 2-inch diameter holes ANSWER: The contactor must be NAID certified or establish the minimum NAID standards as described in VA Directive 6371 Appendix A. If the measurements stated above are the NAID Standard, then they are acceptable and do not need to purchase the special equipment option. QUESTION: Will each of the 11 bins be serviced and invoiced each visit? ANSWER: It is possible that we may NOT have 11 bins each visit. But I foresee that being a rare occurrence. QUESTION: Will any bins be located above/below the ground floor? If so, are freight elevators available to move bins to/from ground level? If there is a loading dock, is there a ramp to the ground? ANSWER: The bins will be located on the second floor and will need to be put on the freight elevator (by contractor, escorted by VA RMO) and transported to the first floor. The first floor is connected to the loading dock where the contractor will roll the bins to the shred truck for destruction. QUESTION: Is there sufficient parking for our truck at for the time it will take to retrieve containers, shred the contents and return the containers? ANSWER: Yes. It is located Lombard St & Hopkins Plaza Westbound Push the gate bell and security will let you in, pull your truck up and call the RMO QUESTION: Is there a current contract for the work being solicited? If so, please provide that awarded contract number or task order number (NOT the incumbent GSA contractor number). ANSWER: There is no current contract for the Shred. We are currently paying with our Purchase card once a month. QUESTION: Please provide the name of the incumbent contractor and when the contract is ending. Please provide the annual contract amount. ANSWER: See question #11. QUESTION: Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill # 36C10E20Q0213? If not, please explain how the work will be different under this solicitation. ANSWER: See question #11. QUESTION: Is this contract a new requirement? If not, who is the current incumbent? ANSWER: This will be a new contract, there is no current contract in place. QUESTION: Are there any bridges in place currently? ANSWER: No. The station is paying with Government Purchase Card as needed. QUESTION: Can you tell me what the last Contract award amount and Contract number is? ANSWER: VA101V-14-F-1268 $3,078.50.
