- 14 JUL 2020 PROGRAM CANCELLATION: On 22 May 2020, the United States provided formal notice of its intent to withdraw from the Treaty on Open Skies. �As a result, this announcement is hereby cancelled.� Thank you for your interest in the OSTAR program; your feedback will help to improve future USAF programs --End of Update 14�JUL�20�-- 20 DEC 2019 REQUEST FOR INFORMATION: The Government is considering awarding two separate contracts for the OSTAR program. The first contract will include the purchase of two commercial aircraft. The second contract will include aircraft modification and contractor logistics support. Please see the attached RFI for additional information. �Request a response to the attached RFI by close of business 17 Jan 20. --End of Update 20 DEC 19 -- 25 JUNE 2019:� QUESTIONS AND ANSWERS FOR THE 05 JUNE RFI The below questions and answers are provided to assist industry in answering the questions in the 05 June 2019 Request for Information (RFI). Q - General Question 3: Is it the USG's intention to separately procure the two aircraft over the time span indicated? A:� The USAF intends to order both aircraft at contract award. However, the second aircraft may be ordered at a later date over the time span indicated (1 - 3 years), if funds are not available at award. Q - General Question 9: Please clarify what is meant by a Value Added Total Evaluated Price (VATEP). A:� Please see the Department of Defense Source Selection Procedures, Appendix B.2, dated April 1, 2016. The USAF is considering applying a TEP decrement for a newer aircraft. Q - General question 10: Please clarify what is meant by ""Routine Technical Services.""� Would this apply to the life of the program, the life of the aircraft, or some other criteria? Who defines what is considered ""Routine Technical Services"" and ""Routine In-Service Discrepancies""? A:� These services are required during the lifetime of the aircraft IAW SOW para 4.26. Generally speaking, these are engineering solutions/approvals to problems that are not included in the repairs located in the Structural Repair Manuals. Q: Other than New Aircraft Maintenance History: Would the USG anticipate having maintenance history be added to the MMIS for official maintenance data collection and reporting?� What is an acceptable format / access for previous maintenance data for an other than new aircraft?� A:� The RFI request was intended to establish the answer to the question proposed; not establish requirements for maintenance data.� For example, how does industry plan to provide the data (e.g. format, access, MMIS or paper etc). --End of Update 25 June 2019-- 05 JUNE 2019: REQUEST FOR INFORMATION (RFI): The Government is conducting market research to explore options regarding the potential use of ""other than new"" aircraft for the OSTAR program. Request a response to the attached RFI by close of business 08 July 2019. --End of Update 05 JUN 19 -- 02 MAY 2019: SITE VISIT SLIDES AND QUESTIONS: The purpose of this notice is to provide the slides briefed at the 25 April 2019 Site Visit. Please see attached pdf file. The due date for submission of additional questions from the site visit is 10 May 2019. --End of Update 02 MAY 19 -- 25 APRIL 2019: RFP SCHEDULE AND Q&As: The estimated date to release the final RFP is currently being evaluated. Please disregard the estimated RFP release date posted below on 17 APR 2019. Once the estimated date is determined, it will be posted to FBO. The estimated completion date for all of the questions and answers submitted on the draft RFP is June 2019. The questions and answers will be posted to FBO in groups, by functional, as they are completed. --End of Update 25 APR 19 -- 17 APRIL 2019: SITE VISIT INFORMATION AND RFP SCHEDULE UPDATE: Pictures will be allowed on the aircraft and in the OSMPF for the DGPS during the Site Visit on 25 Apr 19. Due to the large amount of questions and comments received on the draft RFP, the estimated final RFP release date is changed to late June 2019. There is not a plan to release a second draft at this time. Responses to questions asked during the pre-solicitation conference will be posted as soon as possible. --End Update 17APR2019- 08 APRIL 2019: AIRCRAFT SITE VISIT AGENDA: The purpose of this notice is to provide the agenda for the 25 April 2019 aircraft and digital ground processing station site visit. Please see attached. --End Update 08APR2019- 03 APRIL 2019: AIRCRAFT SITE VISIT: The Aircraft Site Visit has been rescheduled to Thursday, 25 April 2019 to allow the aircraft to be returned to a mission capable status. If your company has pre-registered, you will be contacted to confirm attendance on the 25th. --End Update 03APR2019- 22 MAR 2019: PRE-SOLICITATION CONFERENCE SLIDES: The purpose of this notice is to provide the slides for the upcoming Open Skies Treaty Aircraft Recapitalization (OSTAR) Pre-Solicitation Conference. Please see the attached PowerPoint. --End Update 22MAR2019- 20 MAR 2019 AIRCRAFT SITE VISIT REGISTRATION: In anticipation of a solicitation, the government is holding a site visit at Wright-Patterson Air Force Base (AFB) OH on 11 April 2019. The intent of this site visit is to allow potential offerors to view the OC-135B aircraft with install Digital Visual Imaging System (DVIS) equipment and current Digital Ground Processing Station at the Open Skies Media Processing Facility. This visit will include small group viewing opportunities - no one-on-one sessions with the Government will be conducted at this event. Registration is REQUIRED to attend this event. The OSTAR Program Office is soliciting industry comments on the DRAFT RFP and attachments associated with the DRAFT RFP. Comments on the DRAFT RFP shall be submitted in the attached matrix. Any comments or questions not submitted in the attached matrix may be discarded. Email your completed matrix to the Contracting Officer at candace.dittmer@us.af.mil by 1600 hrs CST 28 March 2019. The information in the DRAFT RFP documents are subject to change. The USG does not intend to respond to comments provided by industry. It is expected that the program remain unclassified and that no foreign participation is required in the acquisition and development of the system. However, Open Skies signatory nations will be part of the final Treaty Certification flights prior to initial operational capability. If your company would like to request a one on one session, please include with your pre-registration information your preference (telecom or in person). 16 MAY 2018 - INDUSTRY DAY NOTICE: AFLCMC/WKD is sponsoring an Industry Day to identify potential business sources with the expertise, capabilities, and experience for qualification and production of aircraft and integration of digital visual imaging systems (DVIS) used by United States Air Force (USAF) personnel in support of the Open Skies Treaty. Industry Day will provide a general overview of the requirements and a forum for discussions about the Government's expectations and industry capabilities. Industry Day will be held 30-31 May 2018 via telecom. The Government will provide briefings and an opportunity to ask questions in an open environment the morning of 30 May from 0800 - 0930. All questions and answers asked during the open session will be published on FedBizOps. The Government will also host private one-on-one sessions with interested companies immediately following the USG briefing. These one-on-one sessions will continue until all respondents have had the opportunity to present their solution to the USG. The purpose of the individual sessions is to allow interested parties the opportunity to present their specific strategy directly to the USG, and to be able to engage in in-depth technical discussions that may be competition sensitive. These individual sessions will be limited and not to exceed 90 minutes, but may require less time. Interested companies MUST coordinate with the USG to secure a time slot for a one-on-one telecom. Session times will be randomly assigned and companies will be notified of their time slot via email. Industry day is for informational purposes only and is not to be viewed as a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents is strictly voluntary. Additionally, participation in this survey shall not ensure participation in future solicitations or contract awards.
