PRE-SOLICITATION ANNOUNCEMENT GOLDEN GATE NATIONAL RECREATION AREA REPAIR AND CORRECTION OF DEFERRED MAINTENANCE AT THE HISTORIC NIKE SITE AT FORT BARRY RFP No. 140P8620R0019 The National Park Service (NPS), Golden Gate National Recreation Area (GOGA), Fort Barry, located in Marin County, California, has a requirement for the repair and correction of deferred maintenance at the historic Nike Site at Fort Barry. The contractor shall provide all mobilization, labor, supervision, materials, equipment, transportation, site rehabilitation, clean-up, and demobilization. The scope of this project includes, but is not limited to: 1) Disassembly of the Missile Assembly Building Flagpole and preservation of hardware (if feasible) or replacing it to match existing character and technical performance, and the base structure prepared, repaired in the shop using welded patches and limited replacements, then hot-dipped galvanized and reinstalled. The flagpole requires field metal treatment to address rust, and then needs to be reinstalled in the base and erected to a vertical position, ready for operation. 2) Disassembly of the Missile Loading Rack System at Magazine A and removal of 8 sided truss assemblies, up to 4 support assemblies, and up to 8 leg base and column assemblies; replacement of support assembly, side truss assembly, leg bases and column support components (including installation of new epoxy dowel anchors on up to 32 locations) supplied by the Government need to be reinstalled to comprise a re-assembled loading rack system in good condition that can again convey missiles to the launchers. 3) Painting of the exterior of the Sentry Station, including three windows and one door. 4) Removal and disposal of Missile Loading Rack System at Magazine B items that are in very poor condition, including (3) Side Assembly; (6) Side Truss; (2) Expansion Assembly; (2) Magazine Elevator Doors. Haul and dispose of stockpiled and miscellaneous rubbish, including e-waste: (35 yards), in addition to the disposal of one abandoned fiberglass portable toilet unit. 5) Repair of the Perimeter Fence along with the replacement of some of the 45-degree. barded wire arms, and 300 linear feet of three-strand barded wire needing to be re-hung. The disclosure of the magnitude of construction range is estimated to be between $100,000 and $250,000. This procurement is set-aside for Small Business (SB) concerns only. The North American Industry Classification System (NAICS) code is 238990; the small business size standard is $16.5 million. The Government intends to award a single, firm fixed price contract. Award selection shall be made on a �Lowest Priced Technically Acceptable� basis. The RFP will be available via electronic commerce only and may be accessed on or about July 29, 2020 at SAM/FBO: https://beta.sam.gov/. The due date for proposals will be 30 days after the date of issuance of the RFP. However, this may be extended at the discretion of the Government. The prospective Offeror is responsible for periodically checking the website for any amendments that may be issued prior to the closing date of the RFP. A Site Visit will be scheduled on or about August 12, 2020. See Section L of the RFP (when issued) for more information. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in the System for Award Management (SAM) (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete online Representations and Certifications at the SAM website. Interested parties may explore the GOGA website to acquaint themselves with the general area and to view park maps at http://www.nps.gov/goga. A contract award may or may not result from this solicitation, and all costs associated with preparing proposals are at the contractor�s own expense.
