- Description
- This is a pre-solicitation notice for the procurement of four (4) Multi-Purpose Modular Relocatable Buildings fabricated to Sensitive Compartmented Information Facilities (SCIF) standards in accordance with ISCS/ICD 705 standards.� Type of Set-Aside:� Competitive 100% Small Business Set-Aside (FAR 19.5). Project Description:� The contractor shall provide all management, labor, materials, supervision, and equipment necessary to fabricate and deliver four (4) Modular Relocatable Buildings with the following Square Footage and use: One (1) Trial Judiciary bldg. - 864 SF One (1) Courtroom bldg. - 5000 SF One (1) Prosecution bldg. - 920 SF One (1) Communication bldg. - 200 SF All buildings shall be equipped with Advantor Electronic Security Systems (ESS) ASN 2.0 Intrusion Detection (IDS)/Access Control Systems, Internet Protocol (IP) � Based Closed Circuit Television (CCTV) point to alarm system software and equipment.�� All buildings shall be designed and built in accordance with the Intelligence Community Directive (ICD) 705.��� The buildings will be assembled on site and installed on a slab to be constructed by another contract.� The buildings will be connected to existing utilities. Security Clearance.� The Contractor facility must possess a US. Facility Clearance (FCL) Security clearance of Secret. Modular building fabrication.� The contractor shall configure buildings to the Customer�s Floor Plan Layout drawings. Transportation and Installation:� The Modular buildings will be transported and assembled in the U.S. Naval Base, Guantanamo Bay, Cuba. The contractor is responsible for coordinating the transportation of all required materials for assembly of the modular building structures. Delivery: Manufacture of RLBs will be from time of Award and completed within 180 days from time of award.� Industry Day:� The 410th CSB hosted industry days on 4th and 5th of March 2020.� The intent was to conduct market research for capability solutions for multi-purpose temporary and or permanent facilities. Site Visit:� The Government will host another site visit to United States Naval Base Guantanamo, Cuba.� An exact date for an organized site visit has not yet been determined; however, it is anticipated the site visit will take place on or about the week of August 17, 2020.� Duration of the site visit will be one (1) day.� However, due to COVID-19, all attendees will have to quarantine for 14 days at time of arrival.� Those interested in attending the site visit must send a request by e-mail to shamona.avery.civ@mail.mil with a courtesy copy to velia.pier.civ@mail.mil no later than 22 July 2020, 12:00 PM Central Daylight Time (CDT).� The request should include the company name, cage code, address, phone number, email address, business status (large business or small business), company role (prime contractor or subcontractor), and the name of the proposed attendees. An update to this notice will be issued as soon as a date for the site visit has been confirmed. Due to security reasons, travel agenda will only be provided to those actually attending the site visit. All attendees traveling must have a passport and obtain Theater Clearance approval from the Commanding Officer, U.S. Naval Station, Guantanamo Bay, Cuba. Additional information will be provided separately once the request to attend the site visit has been received by the 410th CSB-RCC Office. Type of Set-Aside:� This requirement will be solicited as a 100% Small Business Set-Aside. The North American Classification System (NAICS) code for this requirement is 332311-Prefabricated Metal Building and Component Manufacturing with a small business size standard in number of employees of 750. Contract Type:� A Firm-Fixed Price contract. Contract Award Evaluation Criteria:� The Government intends to solicit Best Value with trade-offs.� The non-price factors are not yet determined.��� Anticipated Award Date:� The anticipated award date for this effort is on or about 30 November 2020. � Funding: Funds are not presently available for this contract. The Government�s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract..
