Description
Notice of Intent to Sole Source for the renewal of the Annual American National Standards Institute one-year subscription with three additional standards for the period of 09/01/2020 � 08/31/2021. In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to the American National Standards Institute (ANSI) to renew the annual service with the purchase of three additional standards: ASME PCC 2-2018, ISO 45001:2018, and ISO 14001:2015 for the contract period of September 1, 2020 to August 31, 2021. NETL utilizes the standards directly and indirectly in regulations and laws, in procurement, and in internal operations, therefore; NETL is required to keep copies of the standards listed at all three NETL locations to remain in compliance with the ISO 14001/OHSAS 18001 certification. This is considered a sole source to ANSI because, to the best of the NETL�s knowledge, based on market research conducted ANSI is the only known source that can provide these required standards in a single package. No known potential alternate sources exist which could satisfy NETL's requirement This notice of intent is not a request for quote/proposal.� Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on July 30, 2020.� Responses must be submitted in writing to the Contract Specialist, Arturo Manantan, via email at arturo.manantan@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. � A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for determining whether to conduct a competitive procurement.
