Description
The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Special Programs Office, Greenhouse Gas Measurements Research Program, intends to negotiate on a sole source basis with Earth Networks, Inc. (ENI) of Germantown, MD, for a single award indefinite delivery/indefinite quantity contract to continue Government access to network node data. In addition, the Contractor shall provide any or all of the following services:� Meeting, Planning and Reporting, Data Service Activities, Maintenance of Network Node Sites, Establishing New Observing Node Sites, Expansion of Node Measurement Capabilities, and Flask Services. The period of performance shall be a base period of one year with four one-year option periods. NIST has an on-going requirement for a multi-node observing network for its Urban Greenhouse Gas Measurements Testbed, located in the metropolitan Baltimore-Washington, DC region of the U.S. Northeast Corridor as well as the Los Angeles Megacity (LAM) region. High accuracy, real-time, atmospheric greenhouse gas (GHG) mole fraction data is needed and is derived from an observing network spanning the region.� Network observing points must be consistent with NIST network design requirements.� The trace gases of interest are primarily the greenhouse gases (GHGs), water vapor, carbon dioxide (CO2) and methane (CH4), and in some cases carbon monoxide (CO). High accuracy measurements of GHG concentration, or mole fraction, of atmospheric samples taken at multiple locations across a domain of interest are required, both within the domain and external to it. SOLE SOURCE DETERMINATION IS BASED UPON ALL OF THE FOLLOWING: -This acquisition directly supports NIST�s ability to comply with the U.S. Congress, and its direction to NIST to expand the number of urban dome location in 2019.� This procurement continues NIST�s compliance with this direction.� -The required work will follow-on and expand work completed under grants that expired in September of 2018, and contract number 1333ND19PNB600853, which is scheduled to expire in October 2020. Earth Networks has operated and maintained the existing network in the Northeast Corridor and LA Region, including data collection. NIST has an on-going requirement to access this data.� -To perform the required work, a Contractor must establish a network suitable to NIST�s location requirements. ENI established the existing NEC/BW network during the period of performance of grants between 2014 and 2019, with close cooperation of NIST on observing locations selection consistent with NIST�s network design. To repeat this effort would result in duplication of costs and time and delay the provision of data for NIST research. -To adequately secure the data transmitting, routers at all sites must have NIST approved secure configuration settings implemented. The Contractor must work with the Government during annual continuous monitoring activities in compliance with the Federal Information Security Modernization Act (FISMA). Earth Networks has been determined to be compliant with FISMA and has secured an Authorization to Operate (ATO), at a low risk level from NIST. All work must be completed in accordance with the business practices, and business processes approved within the Contractor�s current authorization to operate.� Various public notices have been posted seeking a Contractor, who possessed an ATO from a federal agency at a low level, and/or demonstrated appropriate security controls and requirements in place, to demonstrate compliance with FISMA law. Efforts to date did not identify another FISMA compliant Contractor with or without the technical capability to perform the required work. The ATO that Earth Networks has secured further supports their unique capability. This notice of intent is not a request for competitive quotations; however, responses received by July 31, 2020, will be considered by the Government. Any party responding to this notice must provide clear and specific evidence of their capabilities, including possession of a valid and current ATO and/or FedRAMP authorization to operate in a low risk level environment, from a Federal Government agency. A determination by the Government to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to compete this requirement.� � � � � � � � � � � � � � � � � � � � � � � ��
