Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER to and is not a request for competitive proposals.� The Department of Commerce/NOAA/National Marine Fisheries Service (NMFS) intends to negotiate with and issue a sole source, firm-fixed price award to South�Carolina Department of Natural Resources, Charleston, SC 29412, under Simplified Acquisition Procedures in accordance with 10 U.S.C 2304 (c) as implemented by FAR 13.106-1(b)(1), only one responsible source, and as authorized by FAR 6.303.� The associated North America Industry�Classification System (NAICS) Code is 541990 and the Size Standard is $15.0M.� The anticipated award date is July 29, 2020. The National Marine Fisheries Service, Narragansett Laboratory, Apex Predators Program (APP) has a requirement for the continuing investigation of the biology of large and small coastal shark species on their nursery grounds along the east coast of the United States, Gulf of Mexico, and Caribbean Sea.� The purpose of the research is to classify and understand Atlantic shark nursery areas per the FMP for Atlantic tunas, swordfish, and sharks, to collect and analyze data for stock assessments and management, and to identify critical habitat areas for Essential Fish Habitat (EFH) research in support of a multi-year research program on shark nursery grounds and essential fish habitat.� Shark nursey sampling location:� South Carolina's state waters. The Government intends to solicit and negotiate with only one source for period of performance of one base year plus four (4) option years.� This notice of intent is not a request for quotes.� It is for informational purposes only and shall not be construed as a commitment by the Government.�� A determination by the Government not to compete this requirement based on responses to this notice is within the discretion of the Government.� Interested firms may identify their interest by providing a capability statement which must show clear and convincing evidence that competition of this requirement would be advantageous to the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.�� Interested firms may submit their capability statement no later than Thursday, July 23, 2020 at 11:00 AM Eastern Standard Time.� Oral communications will not be accepted.
