- In accordance with FAR 13.501, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) intends to award a sole source contract to Air Worldwide Corporation for inland flood and storm surge catastrophic data modeling licenses. The contract will include a 12-month base period and four 12-month options. Air Worldwide Corporation is the only known source that can provide catastrophe modeling software that includes probabilistic hurricane-induced precipitation within the inland flood model, which is a critical sub-peril for evaluating the NFIP view of flood risk. This is the only known product that meets the unique modeling capabilities needed for NFIP�s placement of insurance-linked securities (ILS) catastrophe bonds.� The benefits of these models increase the accuracy of FEMA�s flood-related predictive capabilities.�The data derived from these models�is already being used�to develop the National Flood Insurance Program�s (NFIP�s) rating approach for floods insurance policy rates. The award is based upon the exclusion found at Federal Acquisition Regulation 6.302-1 which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE FOR THIS REQUIREMENT.� This notice of intent is not a request for competitive proposals.� Interested, responsible sources may submit information about their capability to perform this requirement, which shall be considered by the agency.� Capability statements must be received by the response date and time of this notice.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.� The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting.� The North American Industry Classification System Code (NAICS) is 511210.
