- SAM - Special Notice 12760420Q0083 Class Code: 7020 NAICS: 541519 THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO TERRAINWORKS FOR UPDATING THE ""NETMAP"" SOFTWARE AS STATED BELOW. This notice publishes the Government's intent to purchase Custom Software Programming Services under the authority of FAR Subpart 13.106(b) Soliciting from a Single Source. The anticipated period of performance: 08/01/2020 through 07/31/2021 08/01/2021 through 07/31/2022 The USDA Forest Service Region 10 currently uses NetMap Software under an existing Software and Database Access License Agreement.� TerrainWorks is the Licensor of NetMap Software. Services will include: Access to NetMap tools (latest version), unlimited number of users and computers. Access to NetMap tool updates (bug fixes and existing tool updates, as released) Access to new NetMap tools (as released) Access to online Technical Help Support � Resolution of program bugs (as needed). NetMap tools are an add-in in ArcMap 10.x and will not expire once the contract term has expired. �Access to new NetMap tools (and Services as above) beyond the one-year subscription date requires contract renewal. �NetMap�s datasets (already in receipt by Tongass National Forest) never expire and can be used in perpetuity. In addition to access to NetMap tools and support, TerrainWorks will develop new NetMap dataset(s) (for areas to be determined by negotiation between TerrainWorks and the U.S. Forest Service, Alaska Region) in southeast Alaska using newly available DEMs (IfSAR) and will incorporate any LiDAR as available. If LiDAR DEMs are used in the analysis, then a preliminary stream layer will be sent to the Tongass or Chugach National Forest and they will check accuracy of stream lines (e.g., detection of stream diversions by roads) and return a shapefile with line corrections to be incorporated into the final NetMap stream lines.� R10 Channel Type and Stream Class codes will be added as attributes to the reach lines where applicable.The Programming Code required to perform this work for use with the NetMap software is owned by TerrainWorks.� TerrainWorks is the author/developer/licensor of the NetMap Software and owner of the Intellectual Property (models, computer code, graphical interfaces, online tools, etc.) associated with this software customization. The Forest Service is aware of no other individual or organization, other than TerrainWorks, that can meet this requirement.� However, any individual or organization who believes that it is capable of providing an equivalent service to update this specific software shall e-mail a capability statement to kay.steffey@usda.gov no later than 10:00 a.m. MST on July 24, 2020. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Contracting Officer. �Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
