Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT The United States Army Engineering and Support Center, Huntsville (CEHNC) hereby gives notice of their intent to award a �P' contract ( a base and four option periods) to S&P Global Inc., 55 Water ST FL 37, New York, NY 10041 (Cage Code: 712E5) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.501(a). The U.S. Army Office of Energy Initiatives (OEI), U.S. Air Force Office of Energy Assurance (OEA), and U.S. Navy (USN) have a requirement to establish a contract for S&P Global online subscription services. Market research results indicate that S&P is the only source capable of providing the required subscription services. As such, the government intends to procure these subscription licenses on a sole source basis S&P Global Inc., the original equipment manufacturer (OEM) of the subscription licenses. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Nonetheless, responsible sources may submit a capability statement, which, if received within ten (10) calendar days after the date of the publication of this notice of intent to award a sole source procurement, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice - is solely within the discretion of the Government. Business concerns are encouraged to respond to this notice for the requirement described in the draft Statement of Work (SOW) Attachment 1, and shall complete the Capabilities Questionnaire Attachment 2. The Government will not reimburse respondents for any costs incurred in preparation of response to this announcement. The NAICS code is 519130, Internet publishing and broadcasting and web search portals and has a size standard��� of 1,000 employees. All timely responses will be considered. No hard copy or facsimile submissions will be accepted. The Government does not intend to rank submittals or provide any reply to interested firms.
