- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Solute, 1660 Hotel Cir N Ste 600, San Diego, CA 92108-2806, for 4 Hugin Gen 2 UAS systems. The military grade encryption, detachable arms for additional thrust for heavy payloads, and specific operating parameters are the specific characteristics of the SOLUTE Hugin Gen 2 UAS that limit this requirement. Only this suggested source can furnish the requirements, to the exclusion of other sources, because the system in question is intended to optimize the requirements to complete current military research program specifications. These UAS systems have the capability of extended flight times, limited space take off capabilities, easily deployable in field operations, ability to easily integrate specialized payloads, encrypted data communications, and build out of multiple systems in a short window of delivery. Other UAS instruments were not able to meet the requirements outlined. This acquisition is being conducted under FAR 13.106-1. This requirement is being set aside for small business. The intended procurement will be classified under North American Industry Classification System (NAICS) 336411 with a Small Business Size Standard of 1,500 employees.� This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product.� All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
