- Notification of Sole Source Procurement. In accordance with 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, the Government intends to limit sources to TYCO Model WS Specific Application Window Sprinklers as a means for providing code required fire protection for the new Veterans Affairs (VA) Medical Center located in Louisville, KY. Though a contract will not be awarded directly to TYCO Fire Protection Products by the Government, TYCO�s Model WS Specific Application Window Sprinklers will be specified in the design-bid-build contract for construction of the project, requiring the construction contractor to procure the specific piece of equipment from any number of suppliers in the marketplace. This required piece of equipment is the only sprinkler evaluated and accepted by the International Code Council (ICC) as part of an acceptable alternative method for interior protection for windows or glazing required to meet a 2-hour fire resistance rating, as opposed to installing prohibitively expensive 2 hour rated glazing in these areas. The construction contract is planned to be awarded under a full and open solicitation, funded by the Department of Veterans Affairs (DVA). All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be received no later 12:00 PM Eastern Time on 31 July 2020 to Michael.D.Hutchens@usace.army.mil. THIS IS NOT A REQUEST FOR PROPOSAL.
