- This is a special notice provided for informational purposes only, prepared in accordance with FAR 5.2- Synopses of Proposed Contract Actions. The U.S. Fish & Wildlife Service (USFWS) Joint Administrative Operations, Acquisition and Property Operations, Goods and Services Operations located at 911 NE 11th Ave. Portland, OR 97232 plans to issue an award in accordance with FAR 13.106-1(b)(1)(i) to Stillwater Sciences. This is the second part of a unique study started with Stillwater Sciences for studying the feasibility and effectiveness of using Phoslock(TM) to increase the phosphorus trapping and sequestering capacity of wetland soils in the Upper Klamath Basin to improve water quality in Upper Klamath Lake, per the ESA recovery plan for listed suckers in Upper Klamath Lake and the Oregon Department of Environmental Equality TMDL for the Upper Klamath Lake Drainage. The USFWS intends to award single source to Stillwater Sciences to ensure consistent implementation of the study and control of variables and other factors critical to study design. For this reason, it has been determined that Stillwater Sciences is the only vendor able to perform the services for this requirement. This notice is not a request for proposal/quote or invitation for bid. A solicitation will not be issued in conjunction with this notice of intent. Any vendor that believes it can provide the proposed services can provide supporting documents demonstrating capability for future reference. The Government is not responsible for any costs incurred in response to this notice.
