SOURCES SOUGHT NOTICE, SF330, FOR RFP 36C10F200139 WESTERN REGION A/E IDIQ SDVOSB SET-ASIDE AMENDMENT 2 Responses to Requests for Information (RFI) are as follows: RFI #8 Question: I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. Answer: At this time there are no contracts for Architect Engineering Services for Western Region. This is not a new requirement. The services have been performed in the past. RFI #9 Question: We have a question regarding the following: Factor 1 Professional Qualifications (Page 3-4) Factor 1, Subfactor a, Key Personnel Professional Qualification, A structural engineer is listed twice. Do you require two different structural engineer resumes or just one? Answer: Only one is required. RFI #10 Question: Factor 1, Subfactor a, Key Personnel Professional Qualifications requests the following key personnel roles to be presented in Section E of the SF330: architect, structural engineer, civil engineer, mechanical engineer, electrical engineer, structural engineer, fire protection engineer, geotechnical engineer, land surveyor, historical preservation engineer, environmental engineer, project manager, cost estimator, scheduler). Are these the ONLY resumes that the VA would like to see included in Section E of the SF330? Can the firm provide additional resumes in Section E of the SF330? Answer: Additional resumes can be provided in Section F. EFI #11 Question: Factor 2, Specialized Experience and Technical Competence requests five relevant, recent projects. Are the five relevant, recent projects to be presented in Section F of the SF330? Answer: Yes RFI #12 Question: Will the VA accept electronic submittal instead of requiring hard copies? No. We unable to accommodate your request. RFI #13 Question: What is the maximum total number of projects that you will accept within Section F?     Answer: There is no maximum limit, however the proposal shall not exceed 120 pages. RFI #14 Question: What is the maximum value of a Task Order under this contract?  Answer: The maximum value of a Task Order cannot exceed the total value of the contract.  RFI #15 Question: What is the maximum value of the overall contract (all option years)? Answer: The contracts will be firm fixed price IDIQ contracts with a maximum of $25,000,000 over the life of the contract. RFII #16 Question: Can you clarify the role of the Scheduler sub-consultant?   Answer: Prepares, reviews, updates and/or evaluates project schedules and fragnets. RFI #17 Question: The RFP indicates Submit the five hard copies of Parts I & II and 2 CD s . Is this still a requirement, or is one digital PDF copy sufficient? Answer: This is still the requirement. Submit the five hard copies of Parts I & II and 2 CD s. RFI #18 Question: This solicitation requires 50% of the work to be performed by the GC. I usually hire out the A/E and manage the process, so I can get my percentage up to 50%. Answer: Th 50% should include what key personnel, by discipline, are proposed to be employees of the firm, and those that may be provided by subcontractors. The subcontractors must be registered in Veterans Information Page (VIP) database. RFI #19 Question: Pre-solicitation Notice indicates Product Service Code B517, which corresponds to Special Studies/Analysis Geological.  Is this an error? Should the product code be for A/E services rather than Geological?  Answer: Product Service is corrected to C1DZ. RFI #20 Question: 3. For SF300 Part 1, Section F: Example Projects - We understand that we can submit up to 10 relevant projects, but are these projects required to be within the past five years (2015-2020)? Answer: Yes RFI #21 Question: Would you please clarify the way that tabs are counted toward the 120-page limit?  Are the tabs counted as 1 page (because they are mostly blank) or as 2 pages (because they are 2 sided)? Answer: Tabs are not included in the 120-page limit. FRI #22 Question: Also, if all pages are printed 2-sided, it will be necessary in some instances to have a blank page in order to make each section begin with a right-hand page.  Will all deliberately blank pages count toward the 120-page limit? Answer: Blank pages will be counted toward the 120-page limit. RFI #23 Question: Can you please provide some clarification as to what VIP-listed SDVOSBs might be? Answer: The Vendor Information Pages (VIP) lists contractors who have been certified as Service-Disabled Veteran Small Businesses (SDVOSBs). The Vets First Verification Program affords verified firms owned and controlled by Veterans and Service-disabled Veterans the opportunity to compete for VA set asides. During Verification, the Center for Verification and Evaluation (CVE) verifies SDVOSBs/VOSBs according to the tenets found in Title 38 Code of Federal Regulations (CFR) Part 74 and 13 CFR Part 125 that address Veteran eligibility, ownership, and control. In order to qualify for participation in the Veterans First Contracting Program, eligible SDVOSBs/VOSBs must first be verified. RFI #24 Question: Based on information provided, we assume that CPARS are relevant Past Performance data, do you concur? Answer: Yes EDI #25 Question: Our trusted historical expert is a registered architect and not an engineer, submission asks for Historical Preservation Engineer. May we submit our Historical Preservation Architect in this role? Answer: Yes RFI # 26 Question: Please define when a project is considered complete; for example: Is it acceptable to include a project where the design is 100% complete but construction is not complete?  In this situation, we would identify the design being complete yet awaiting to complete the construction portion.    Answer: The intent is the construction has been completed.  RFI #27 Question: Can I get clarification for the mailing address for submitting our five SF330s (Parts I & II) along with our 2 CDs? The front page material indicates Suite 100 while the instructions on page 11 of 11 indicate Suite 10 . We believe the final page to be a typo but want to confirm all required materials should be sent to you at 400 Mare Island Way, SUITE 100. Answer: The address is 400 Mare Island Way, Suite 100. RFI #28 Question: Reference page 4 of 11.   Factor 2 states, Using the A/E IDIQ Tasks included in this request for SF330s, provide a description of five relevant, recent projects, with clients, for which the team members provided a significant technical contribution.  Contradicts with Factor 3 which states, in Part I, Section H, provide relevant and recent (the past five years, 2015 - 2020) Past Performance information for a minimum five examples for work related to the A/E IDIQ tasks listed in this request for SF330s.  Are these two factors in addition to Part I, Section F or inclusive of the 10 projects normally found in Section F?  Is Section F limited to five (5) projects?    Answer: The projects presented may cover the response for more than one section if all aspects of the request are met by the project.   The projects should exemplify the high standards of the proposed team and demonstrate equivalent work requested in the IDIQ.  RFI #29 Question: Reference page 4 of 11. In Factor 1 Personnel Qualifications reference is made to Part 1 Section H (Additional Information) requesting that we, submit a matrix for the proposed design team that contains the following data about the member s assignment: members name, firm name, office location, proposed team assignment, percent of time to be spent on this team, education level/discipline (example: Bachelor of Science, mechanical engineering), state(s) of professional registration, number of years of professional experience, and number of years with the firm. Also, for project managers and team leaders, identify the number of teams (design, consultants and joint venture partners) they have managed over the past five years.   The Design Team will include personnel who are identified in Part I, Section D Organizational Chart and in Section E - Resumes.  In order to fulfill the section H requirement there will be a duplication of names coming from the other areas of Part I stated previously including some of the information such as registrations, degrees, office location, professional experience and years with the firm.  Why are we being asked to repeat that information? Answer: The evaluators will review thousands of pages of information; this summary expedites the review.      RDI #30 Question: On page 4 of 11 reference is made to the project manager.  Also, for project managers and team leaders, identify the number of teams (design, consultants and joint venture partners) they have managed over the past five years.   Please clarify what you mean by team?   Do you mean number of companies on our Project team?  Consultants can be an individual or a company.  Please clarify what you are referring to. For Team Leader do you mean Design Team?  Please clarify.  Joint Venture Partners do you mean number of Joint Ventures or number of companies who have made up a joint venture that we manage?  Please clarify. Answer: Define team as leading a group of professionals associated with a specific project.     RFI #31 Question: Can you please extend the due date on the above sources sought for an additional week?  We have team members who are unable to respond back to us timely due to COVID 19 issues from staff. Answer: The due date and time is extended to 7/31/2020, 2:00pm PST. The due date form submission of Requests for Information remains July 15, 2020, 4:00pm PST.
