- SYNOPSIS/SOLICITATION SOFTWARE CONVERTING SERVICES PDS3 to PDS4 INTRODUCTION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations/proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07, effective 07/02/2020. This acquisition is set-aside for Small Businesses. The associated NAICS code is 541511, Custom Computer Programming Services, with an associated size standard of $30 million. The associated PSC code is D307, IT and Telecom - IT Strategy and Architecture. SPECIFICATION The US Geological Survey - Astrogeology Science Center, requires services to convert 1.6 petabytes of data holdings from space missions and community derived products from the existing PDS version 3 (PDS3) archives to the latest PDS version 4 (PDS4) standard as described in the Statement of Work (see Attachment). SUBMISSION OF QUOTES Quotes shall only be accepted through electronic mail addressed to the Contracting Officer at capplegate@usgs.gov. All documents required by this solicitation must be uploaded and received in their entirety no later than 06/07/2020 1700 PT. Quotes submitted by hardcopy or the FedConnect web portal or FedConnect Message Center shall not be accepted or considered.
