- INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a contract for the Boiler Safety Testing and Training project. The proposed project will be a national contract throughout all VHA Veteran Integrated Service Networks (VISNs). The proposed project will be awarded as a firm-fixed-price requirements contract. PROJECT DESCRIPTION: Contractor shall provide experienced engineering support to perform safety device testing, document development and training support to establish a compliant Boiler Safety Program in accordance with Veterans Health Administration (VHA) Directive 1810 Boiler and Boiler Plan Operations and other regulations. The contractor shall provide all equipment, supplies, management, support and transportation necessary to assure that all services are in accordance with the contract and all applicable laws and regulations. ADMINISTRATIVE: The solicitation will be issued as an Request for Quotation (RFQ) in accordance with FAR Parts 12, 13, and 19 and be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a Small-Business Set-Aside. The applicable NAICS code is 238220 with a size standard of $16.5 million. The anticipated timeframe for the release of the solicitation is July/August 2020. All submission will be due by the date and time specified in the solicitation. The period of performance is approximately five (5) years. This notice is not a request for competitive offers.
