Description
The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves the repair and� stabilization of a crack within two concrete river wall monoliths at Pike Island Locks and Dam,� Ohio River, WV. The contract generally includes installation of hollow core high strength steel bar� anchors, pressure grouting of the crack, and concrete demolition and placement. The major features� of the requirements are identified below: The contract specifically includes: 1. � Installation of temporary instrumentation for monitoring the cracks movement. 2. � Drilling, placing, tensioning and grouting of horizontal high strength steel bar anchors in�the lock wall monoliths at various levels. 3. � Demolition of a concrete section on top of the lock wall monoliths for remediation of the�cracked concrete. 4. � Pressure grouting of the crack with hydrophobic grout. 5. � Replacement of multiple recess frames and covers. 6. � Drilling and placement of reinforcement dowels for concrete repair. 7. � Placement of reinforcement for concrete repair. 8. � Placement of new concrete on the top of the lock wall monoliths. The work is to be performed on the river side wall of the lock while the lock is in operation.� There will be intermittent short term shutdowns of the river side lock permitted for specified�critical operations of the construction. However, it is expected that the majority of the work can�be completed while the lock remains in operation. Access to the lock wall monoliths is limited due�to their location at the facility. If needed, it is anticipated the contractor may need to utilize� river access by contractor supplied barge or with a contractor supplied crane. There will be a laydown area supplied on shore.� Disposal of concrete rubble will be required. Ferrous and all other construction waste material� will be disposed of at commercially permitted facilities licensed to accept waste or recyclable�materials as applicable. Construction work will occur in direct proximity to waterway traffic and the operating locks and� gated navigation dam. The existing lock chambers are currently operated 24 hours a day, 7 days a�week. This procurement will be Firm Fixed Price and is being advertised as an Unrestricted acquisition.� The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. The NAICS code for this acquisition is 237990, Other Heavy and Civil Engineering Construction. The period of performance for the contract is 365�days after receipt of the Notice to Proceed.� The estimated cost of the proposed work is between $500,000 and $1,000,000.� The work is located at Pike Island L/D Wheeling, WV 26003-9701. All responsible bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 31 July�2020, online through�beta.SAM (beta.sam.gov); therefore, requests for hardcopies of the solicitation will not be honored. Contractors MUST be registered in the System for Award Management (SAM) BEFORE SUBMITTING A BID ON THIS SOLICITATION (go to www.sam.gov to register). Please be aware that SAM�requires a Notarized Statement as part of their registration and renewal process. This process�could take more than ten (10) days. The NAICS for this procurement is 237990 �Other Heavy and Civil�Engineering Construction� and the small business size standard is $39.5 Million. � �
