- The United States Department of Agriculture (USDA) Farm Production and Conservation � Acquisition Division is issuing a Request for Quotations (RFQ) in accordance with FAR PAR 13 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for ACEP-WRE Construction Project in Clark County, Illinois. The work will consist of construction of wetland restoration that includes the following items: mobilization and demobilization, seeding, field excavation, road excavation, and tile exploration. The solicitation is a Total Small Business set-aside. Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. See the attached construction drawings, specifications, schedule of items, and wage rates for the full solicitation packet. A firm fixed price construction contract is anticipated under Simplified Acquisition procedures in FAR Part 13 and FAR 36 will apply. Request for Quotes are being solicited, and can be supplied via email. Award will be made to the responsible offeror representing the best value to the government. An alternative form of payment protection will be required after award in the form of either a Payment Bond (SF-25A) or an Irrevocable Letter of Credit (ILC), in the amount of 100% will be required within 10 calendar days of award of the contract. The anticipated period of performance for this project is 46 calendar days from the date the contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the projects is between $25,000 and $100,000. The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction.
