AMENDMENT 001 Posted June 10, 2020: Revised Solicitation to update the Virtual Site Visit Video Conference to 10:00AM central on Tuesday June 16, 2020 PROJECT DESCRIPTION: The Nashville District US Army Corps of Engineers is issuing Request for Proposal (RFP) W912P519R0001 for a firm-fixed price construction contract to improve the efficiency and reliability of excitation equipment located at up to eight (8) of the hydropower generation plants along the Cumberland River by replacing the existing excitation systems with new, fully static, digital excitation systems at up to eight (8) Hydropower Generation Plants. This will be a Full and Open procurement. �In accordance with Federal Acquisition Regulation 19.1307, this project will require the HUBZone 10% price evaluation for a competitive acquisition for the award of a Single Award Indefinite Delivery/Indefinite Quantity, Firm-Fixed-Price construction contract. The Government anticipates recurring requirements (i.e., replacement of up to eight (8) excitation systems), but cannot predetermine, above a specified minimum, the precise quantities the Government will require during the contract period. The Single Award Task Order Contract (SATOC) will be awarded in an amount not to exceed $30M with a minimum guarantee of $25,000. The contract will be structured as a base (4 years) and three (3) options (2 years each). If all options are exercised, the total ordering period will be 10 years. The SATOC will be acquired on an Unrestricted basis with award made to the responsible Offeror whose proposal is fair and reasonable and has been determined the best value to the Government, when past performance, technical, safety, small business and price factors are considered. The basis of award is best value trade-off; therefore, the Government has the right to accept other than the lowest offer. The right is also reserved to reject any and all offers and the Government make award without discussions. The prototype project, which involves replacing excitation equipment at the Cordell Hull Power Plant located in Carthage, Tennessee, is anticipated to be the first task order awarded and is included in this acquisition for the purpose of evaluating the Offerors� price reasonableness. The estimated magnitude of the prototype project is between $1,000,000 and $5,000,000. As set forth in the technical plans and specifications, which are incorporated in the request for proposals, the scope of work requires the contractor to furnish all supervision, engineering, labor, materials, and equipment to perform the following work: a. Design, prepare drawings and data, manufacture, shop test, prepare and load for shipment, and deliver F.O.B. destination three (3) complete static digital excitation systems. b. Remove three (3) existing excitation systems. c. Install, test, commission, and make ready for commercial operation three (3) excitation systems including, but not limited to: furnishing and installing wire, cable, bus, conduit, meters, switches, and all other required appurtenances. d. Conduct equipment model validation tests and prepare test reports suitable for use by SERC Reliability Corporation (SERC). The scope of work is attached to the solicitation. The intended start date for this project is approximately 60 days after contract award. The site visit will be held virtually via teleconference and is scheduled for 10:00am Central Time on Monday, June 16, 2020. Additional information in regard to the site visit is contained in the solicitation.
