Description
The Naval Sea Systems Command (NAVSEA) intends to issue a competitive solicitation no later than the fourth quarter of fiscal year 2020 for procurement of the efforts required to provide�Ship Self Defense System (SSDS) Technical Insertion 2016 (TI-16) Hardware Production and Engineering Services. The anticipated requirement includes tactical shore site material, hardware production, assembly, configuration, integration, test, packaging and shipment of the SSDS system hardware. Anticipated engineering services scope includes production problem identification and resolution, support of diminishing manufacturing sources and material shortages, repairs, engineering changes, and production status reporting. The anticipated solicitation will include cost-plus-fixed-fee and firm-fixed-price contract line items, and cost-only contract line items for travel and incidental material for the efforts to satisfy FY21-FY26 requirements.� Prior to the issuance of a formal solicitation (request for proposal) for this procurement, NAVSEA intends to release a draft copy of selected solicitation sections. Disclaimer: This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via beta.sam.gov, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract. IMPORTANT: In order to be considered for contract award under this procurement, Offerors must possess a SECRET facility clearance issued by the United States Government by the time of award. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary. Non-U.S. firms may act as subcontractors to U.S. prime contractors, subject to applicable U.S. laws and regulations. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations, and requires the issuance of an export license by the U.S. Department of State. Draft portions of the solicitation (Attachment 1) are attached to this pre-solicitation notice for industry questions and comments. The Government will be accepting comments through 23 June 2020. Additionally, instructions for initiating access rights to the Bidder's Library can be found below. Unclassified questions and comments should be electronically submitted using the format provided in Attachment 3 to Gary Braunstein (gary.braunstein@navy.mil) and Dako Hunt (dako.hunt@navy.mil). Questions may be answered and incorporated into the final Request for Proposal (RFP) at the discretion of the Navy. Further, any questions or comments that are submitted may be publically released. NSERC ACCOUNT SETUP PROCESS: The Government intends to provide Bidder�s Library documentation via NSERC; however, this is subject to change prior to release of the final RFP. In the event that Bidder�s Library documentation is provided via NSERC, Offerors will be required to have an NSERC account to gain access and view the Bidder's Library. Attachment 4 of this pre-solicitation provides Offerors the necessary steps to obtain an NSERC account. 16 July 2020:��The purpose of this update is to provide Government responses to industry questions/comments.� Please refer to attachment ""N00024-20-R-5602 Questions-Comments 7.16.2020"".
