Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 13 and Part 12, as supplemented with additional information included in this notice, including DFARS Subpart 217-71. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. SOLICITATION #: W912BU20Q0023 This combined synopsis/solicitation is issued as a Request for Quotes.� A Firm Fixed Price type contract will be awarded. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 effective 05 June 2020. This combined synopsis/solicitation is being issued as a 100% Small Business Set Aside. NAICS:� 336611 The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a Request for Quote (RFQ) for the procurement of one welded steel barge to be used as a test tank.� The completed vessel will be placed in service with the Rock Island District of the U.S. Army Corps of Engineers and will be used by the District to conduct load testing and calibrate its heavy lift floating crane QUAD CITIES. When complete, the new test tank barge will be capable of being ballasted to 1,100,000 lbs. and be lifted by the floating crane. The barge will be built to and classified by ABS as Maltese Cross A1 Barge, Rivers Service with Reinforcement B. Contractor will be required to design, obtain ABS approval for the detailed design of the barge, fabricate, and deliver the barge to the Government. The offeror MUST meet the specifications and requirements listed in the solicitation. Delivery and final acceptance will be at the Corps� Le Claire Base on the Mississippi River, at Pleasant Valley, Iowa. In the case of failure on the part of the Contractor to complete the work within the time frame in the contract or any extension thereof, the Contractor shall pay the Government as liquidated damages the sum of $485.00 for CLIN 001AB, and $850.00 for CLIN 001AC, for each calendar day of delay until the work is completed or accepted.�� �Bid guarantee, payment, and performance bonding will be required. **Contractors are instructed to price each sub CLIN individually � See attached Price Schedule** CLIN 0001 � TEST TANK BARGE (TOTAL PRICE) Price Schedule Lines 0001AA - PLANNING & SCHEDULING�������������� 0001AB - ENGINEERING� 0001AC � CONSTRUCT and TEST 0001AD - DELIVERY Delivery Schedule:� Provide best delivery schedule in quote. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, Email and Proposed Delivery Schedule.� IAW FAR 52.204-7, prospective vendors must be registered in the SAM database prior to contract award.� Lack of SAM registration shall be a determining factor for contract award. Prospective vendors should visit the SAM website at https://www.sam.gov This solicitation is issued as a request for quote using FAR Part 13 Simplified Acquisition Procedures. Firms interested in this opportunity should submit a quote with the following information: Delivery Date, unit prices for each CLIN, total price, product specifications, warranty terms, etc. Contractors are instructed to price each CLIN individually. All quotes received will be evaluated for conformity with the solicitation. A quote is acceptable if it conforms to all material requirements of the RFQ; otherwise it will be considered non-responsive. Only acceptable quotes will be evaluated. Contractors should annotate within their quote specifications relating to the items quoted. Insufficient information may lead to a quote being considered non-responsive. FAR 52.212-2 � Evaluation � Commercial Items: All quotes received will be evaluated for conformity with the solicitation. A quote is acceptable if it conforms to all material requirements of the RFQ; otherwise it's considered non-responsive. Only acceptable quotes will be evaluated. A purchase order may be issued without discussions. Multiple awards with not be made. FAR 52.212-3 � Offeror Representations and Certifications � Commercial Items:� The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision and must submit these paragraphs with their quote. Also, the full text of a solicitation provision may be accessed electronically at this/these address: www.acquisition.gov FAR 52.228-1 �Bid Guarantee (Sept 1996) ������(a)�Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. ������(b)�The bidder shall furnish a bid guarantee in the form of a firm commitment,�e.g.,�bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier�s check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds- �����������(1)�To unsuccessful bidders as soon as practicable after the opening of bids; and �����������(2)�To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted. ������(c)�The amount of the bid guarantee shall be�20% percent of the bid price or $3 Million, whichever is less. ������(d)�If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default. ������(e)�In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.
