Description
AFMETCAL at Heath OH has a requirement at some future date for the purchase of a Signal Source Analyzer. These units are being acquired for the Air Force Primary Standards Laboratory (AFPSL) and the Precision Measurement Equipment Laboratories (PMELs) to be used to support radar and communication systems. �This requirement will be solicited as Full and Open Competition (FOC) under NAICS code 334515 (750 employees). The required frequency causes this requirement to consist of two units - 26.5GHz and 50GHz. The Government envisions a firm fixed price contract with one base year and four one year options for each unit. The 50GHz Signal Source Analyzer shall be used to calibrate Phase Noise/AM Noise/Residual FM on signal generators. The unit shall calibrate at offsets of: 1 Hz, 10 Hz, 100 Hz, 1kHz, 20 kHz, 100 kHz, 1 MHz, 10 MHz & 100 MHz� and shall be capable of measuring carrier frequencies in the range of 5 MHz to 50 GHz. The item shall use the cross correlation technique to perform the measurements and measurement uncertainty shall be on the order of 2-4 dB. The unit shall calibrate Analog Modulation (AM, FM, PM), shall have Digital Modulation analysis capability and shall have Spectrum Analyzer measurement capability. The 50GHz unit shall be one instrument.� It is anticipated that for the 50GHz requirement, four (4) units will be purchased in the base year with an option quantity of up to 16 units over four (4) years.� The best estimate for the 50GHz is that a total of 20 units will be ordered however, there is no guarantee that an option will be exercised.� The 26.5 GHz Signal Source Analyzer shall be used to calibrate Phase Noise/AM Noise/Residual FM on signal generators.� The unit shall calibrate at offsets of: 1 Hz, 10 Hz, 100 Hz, 1 kHz, 20 kHz, 100 kHz, 1 MHz, 10 MHz & 100 MHz.� The unit shall be capable of measuring carrier frequencies in the range of 5 MHz to 26.5 GHz.� The item shall use the cross correlation technique to perform the measurements and measurement uncertainty shall be on the order of 2-4 dB.� The unit shall calibrate Analog Modulation (AM, FM, PM), shall have Digital Modulation analysis capability and shall have Spectrum Analyzer measurement capability.� The 26.5GHz unit shall be one instrument. � For the 26.5GHz unit, it is anticipated that four (4) units will be purchased in the base year with an option quantity of up to 53 over four (4) years.� The best estimate for the 26.5GHz is that a total of 57 units will be ordered however, there is no guarantee that an option will be exercised. This acquisition will also require a ten year product support plan and commercial data.
