Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is 75D 301-20-Q-72221 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. BRAND NAME ONLY: 60H-MD Carrier Grade Hydrogen Gas Generators The Parker 60H-MD carrier grade hydrogen generator has the highest output purity in its class, at >99.99995%. It is very critical to provide high purity hydrogen gas for the GC-MS instrumentation in order to optimize GC-MS performance and to increase sensitivity and accuracy in the fatty acid analysis. Moreover, the generator can provide a flow rate of hydrogen gas up to 500 mL/min, which is the flow rate needed to supply GC-MS instruments for fatty acid analysis. In addition, the Parker 60H-MD generators have a quick release drain system that makes it extremely easy to drain the water and clean, which is very helpful when performing maintenance. Most importantly, Parker offers trade-in for the existing hydrogen generator which is ideal in perspective to waste management and for the environment. As a result, the Parker 60H-MD carrier grade hydrogen generator and its peripherals are the only products that are needed for providing hydrogen gas in analysis of the fatty acid concentration for the Trans Fatty Acid project. Purchasing of the items along with the trade-in would ensure the continuity of the project activities and minimize any potential interruption to the sample analysis. The NAICS Code for this synopsis/solicitation is 333999� Solicitation/ Purchase Request issued as a Request for Quotes (RFQ) number 75D 301-20-Q-72221.� A Firm-Fixed Price purchase order will be issued in writing to the successful offeror. The Government contemplates award of a Firm-Fixed Price Contract resulting from this solicitation for the following Contract Line Item Number (CLIN): BRAND NAME ONLY CLIN 0001: Quantity of 7 Trade-In - 60H-MD Carrier Grade Hydrogen Gas Generators Parker Hannifin 60H-MD Carrier Grade Hydrogen Gas Generator Complete System including Internally Controlled ElectroChemical Cell Protection System with Pump Hydration, Color Changing Backlit Display System, Extra Large Internal Water Reservoir, 1/8"" Compression Output and (2) Year Standard System Cell Warranty The above hydrogen gas generators and peripherals along with the trade-ins are needed for GC-MS analysis to detect fatty acids and trans fatty acids in human specimens from the U.S. population as part of the activities within the Protein Biomarker Laboratory. The following factors shall be used to evaluate offers: The Government will evaluate proposed costs to determine they are fair and reasonable. Award will be made on the basis of lowest price technically acceptable. Technical acceptability is determined by conformance to all details described for each CLIN. ����� (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). ����� (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
