- The Department of Veterans Affairs VISN 23 is soliciting for a 5-year Indefinite Quantity-Indefinite Delivery vehicle for Medical Gases and Gas Cylinders. This is a trade-off solicitation utilizing simplified acquisition procedures. SOLICITATION NOTICE OF TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS.
