Background The FDA Office of Information Management and Technology (OIMT) focuses on creating and maintaining resource-light IT environments for FDA applications that support the increasing need for information sharing and collaboration. Managing information in this environment plays a critical role in enabling the FDA�s efforts to transform Agency operations and respond quickly and accurately to emerging scientific, technological, and economic trends affecting its regulatory mission.� ORA Denver Laboratory (DENL) needs a Radio Frequency Identification (RFID) tracking system to enable lab analysts to track supplies and chemicals efficiently within their large (40,000 sq. ft.) building. This will help with time management efficiency of the analysts on site as supplies and chemicals are frequently moved around and are therefore, time consuming to find. Often, orders are duplicated for time sensitive needs based upon the inability to find the location of supplies and equipment and consumables with shelf-lives are lost to expiration only to be found after the need and reorder of a replacement. The RFID system will help to prevent duplicate orders and improve the overall efficiency and tracking of equipment and other assets that are key to the work the lab does. 2. Scope The addition of Radio Frequency Identification (RFID) tracking system shall enable finding supplies more efficiently and analysts can keep track of supplies and chemicals that are frequently moved around. Implementation of RFID system shall also prevent duplicated orders. The contractor shall provide installation, setup, and verification for both the hardware and software components of the RFID system at ORA�s Denver Laboratory. The software shall be flexible to support the tracking of lab equipment specifically distributed over large facilities and be customizable to meet the robust needs of the ORA laboratory information systems. The software must meet FDA�s rigorous internal IT security requirements so that it can be seamlessly integrated with other agency information systems as needed in the future.� 3. Objective The objective is to acquire a RFID system for ORA Denver laboratory. 4. Instructions to Quoters � This solicitation is issued under FAR Part 12 and 13.5 procedures. This is a small business set aside procurement. The NAICS code is 541519. The small business size standard is $30 million. Quoters shall certify their quotes to be valid for at least 30 days. Quoters shall be Original Equipment Manufacturers, authorized resellers and/or servicing agents of the software manufacturer. Quoters should ensure that all information is provided to determine technical acceptability and that their initial submission represents their best pricing. The Government will not research items to determine compatibility; all information regarding compatibility must be contained within the quotation. Quotations must meet all the requirements of this solicitation in order to be considered technically acceptable. Quoters shall submit all assumptions in their quotation. All Quoters providing quotations must clearly state the overall cost to the Government, including but not limited to any travel cost. Quoters shall submit a complete pricing for all products listed in this RFQ. Partial quotes will not be considered. Incomplete pricing or pricing with omissions may not be considered for award. Evaluation Criteria � The Government shall award a contract resulting from this solicitation to the responsible quoter as a fixed?price contract on the lowest price technically acceptable (LPTA) evaluation method. Award will be made on the basis of the lowest evaluated price meeting or exceeding the non?cost factor (technical conformance to the requirements of the solicitation). The Quoter�s initial quotation should contain the Quoter�s best terms from a price standpoint. Failure to demonstrate meeting any of the requirements will result in a rating of technically unacceptable and will not be considered for award.
