SYNOPSIS 893040-20-REM-000007 NOTICE OF INTENT TO SOLE SOURCE The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to award by means of other than full and open competition, pursuant to Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. DOE intends to award a sole source contract to Atkins Energy Federal EPC, Inc. (Atkins), a large business, located at 2345 Stevens Rd., Richland, WA 99345-1878 utilizing NAICS Code 541990 All Other Professional, Scientific, and Technical Services and PSC code AZ12 R&D Other Research and Development (Applied Research/Exploratory Development).� The anticipated solicitation number is 893040-20-REM-000007.� The place of performance will be at the Catholic University of America�s (CUA) Vitreous State Laboratory (VSL) in Washington D.C. The requirements for this contract are to provide operational expertise on the verification of Low-Activity Waste (LAW) planned to commence at the Waste Treatment and Immobilization Plant (WTP).� This work involves the testing of prototypical components of the WTP melter, e.g., castable refractories; construction and off-gas train of the LAW Facility; and expertise critical review of operating procedures and training materials delivered to the Government for continuous melter operations at a rate of 200-400 kilograms per day (kg/day).� These requirements will assist the DOE in continued development and testing of low-activity waste (LAW) glass compositions to reduce and or mitigate the identified and unidentified risks to LAW container production and Facility availability projections.� This examination is required to support finalization/confirmation of the WTP treatment design capacity. DOE has determined that the requirements can only be satisfied by the unique services and expertise available from Atkins in partnership with the CUA/VSL. �Atkins in partnership with CUA/VSL is the only known source with the required DM10, DM100, DM1200 and DM3300 pilot scale melter and ancillary equipment.� Atkins and CUA/VSL have the technical expertise to satisfy DOE�s LAW glass composition development and testing requirements without creating unacceptable delays or adding significant additional costs to the WTP.� Due to the unique nature of this requirement, DOE ORP does not know of, and is not anticipating soliciting other sources.� This notice is not a solicitation for proposals.� The estimated total cost of the contract is $9 Million.� The duration of the contract base and all options included shall not exceed five (5) years.�� The statutory authority for other than full and open competition 41 U.S.C. 253(c)(1) allows other than full and open competition when the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy agency requirements.� If a firm believes they have the technical capability to meet this need, please submit a technical capability statement, proposal, or quotation along with a business profile to jennifer_l_rooney@orp.doe.gov email.� This notice will remain open for fifteen (15) days; the DOE shall consider any capability statements received on or before close of business 29 July 2020.� For questions regarding this notice, please submit them in writing to Jennifer Rooney, Contracting Officer at jennifer_l_rooney@orp.doe.gov.� ��
