Description
NDF-325 ACTIVITY 2 REQUEST FOR INFORMATION This is a Request for Information (RFI) issued in accordance with Federal Acquisition Regulation (FAR) 15.201(c)(3) and (c)(7) for the purpose of developing an acquisition strategy and obtaining industry comments and �input relevant �to the BELOW proposed Work Plan (WP); socio-economic size standards for the various tasks of the Work Plan; and method of procurement contemplated by the Government to award a hybrid Time-and-Materials/Firm Fixed Price contract for all Tasks or cluster of Tasks as set forth under the Scope of the Work Plan.� This information is being sought to assist in the conduct of market research and to promote early exchange of relevant information for a possible future solicitation for a broad range of expert consultation and specialized services to strengthen implementation of the Biological and Toxin Weapons Convention (BWC) by the BWC�s States Parties.�� Specific industry input and comments on the pros and cons are being sought from firms of all socio-economic size and standards relevant to the feasibility of the following Work Plan. Work Plan Task 1: The firm will provide the Government with advisory services related to the respective national implementation strategies and progress regarding their BWC legal obligations by the States Parties to the BWC.� This includes undertaking research and reporting on national BWC implementation at the direction of the Government.� Specific research objectives include conducting assessments of States Parties based on a.) the need for significant assistance with implementation of the BWC�s obligations, particularly its prohibitions and requirement of measures to prevent the development or acquisition of biological weapons or toxins, and related weapons, material, and delivery means; b.) willingness to accept external assistance; and c.) likelihood that the proposed follow-on activities will result in significant improvements in the country�s overall implementation efforts.� The Government contemplates that this Task will be performed on a Time-and-Materials basis.� The Government contemplates a one-year period-of-performance for this task, with two option years. Task 2: The firm will use the information derived from work performed under Task 1 and other sources to design and deliver pilot assistance projects to BWC States Parties at the direction of the Government.� The Government contemplates that this Task will be performed on a hybrid Time-and-Materials/Firm Fixed Price basis.� The firm will propose individual pilot assistance projects to the government, with the initial design and concept work being undertaken on a Time-and-Materials basis.� Should the Government accept the firm�s proposal and direct the firm to develop and deliver the proposed project, the firm will do so on a Firm Fixed Price basis.� The Government contemplates a one-year period-of-performance for this task, with two option years. Sources having the capability and/or concepts to meet these requirements are invited to respond to this RFI.� Responses are to detail the firm�s Technical Capabilities, Qualifications, and Experience to perform the work described and shall not exceed 10 pages. �Do not send resumes or marketing material at this time. A cover sheet shall be included (not counted in page limit) identifying the company name, point(s) of contact, phone number(s), fax number(s), e-mail address(es), etc. �Also include on the cover sheet the title and no more than a three-line description of any contract your company is/has provided services under any federal contract, including GSA Federal Supply Schedule, for the services described above in the capability summary. �Any information submitted in response to this RFI is strictly voluntary. This synopsis is for information planning purposes only and the Government will not pay or otherwise reimburse respondents for information submitted.
