Description
This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Canandaigua, NY for the purpose of collecting information about Annual Emergency Generator Service and Testing at the East Orange VA Medical Center, 385 Tremont Ave, East Orange, NJ, 07018 and Lyons VA Medical Center, 151 Knollcroft Road, Lyons, NJ 07939. The VA is seeking to provide for this requirement as of October 1, 2020 to replace an expiring contract. The NAICS code identified for this requirement is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Lisa Harris at Lisa.Harris4@va.gov . Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If a contractor is a Service Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. Request for Services - Statement of Work (SOW) EMERGENCY GENERATORS MAINTENANCE SERVICES Background: The East Orange and Lyons, New Jersey VA Medical Centers are currently seeking to provide for the requirement of all tools and labor necessary to perform monthly safety tests, inspections, and preventative maintenance services of emergency generators. Scope of Work: The contractor shall furnish all necessary labor, material and equipment to test, inspect and service/maintain the Emergency Generators listed below. This inspection, testing and reporting shall satisfy the requirements of the latest edition of the National Electrical code as well as the equipment manufacture s instruction/recommendations. When a conflict arises between a method called for in NEC and the equipment manufacturer, the VA will be notified in order to interpret the inspection and testing method. This testing shall include testing of the emergency generator systems under load, monitoring of the fuel systems, transfer switch maintenance and performance of Loadbank testing of all generators to meet JCAHO / NFPA 99 Requirements. The test shall ensure that any damaged or dysfunctional parts has been successfully repaired or replaced. The test shall ensure all functions including, but not limited to those related to repaired parts, are operational. Tests for inspection should ensure that the equipment is functioning within the guidelines of the OEM and ASME standards. All work will be performed, using properly trained technicians, using tools and equipment specific to the task and in a manner that is considered acceptable industry wide. At any time the COR may deem any tool, technician, or method unacceptable based on this authority of inspection/acceptance of services. Contractors shall have technical training and demonstrable track records of working experience in maintenance, inspection, testing and repairing of the Standby/Emergency Power Generators and related components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years.  All work shall be performed by qualified personnel as defined by NFPA 110 Standard for Emergency and Standby Power Systems. Period of Performance The estimated base period of performance is October 1, 2020 through September 30, 2021 with the provision of four (4) option years. Place of performance The East Orange VA Medical Center 385 Tremont Avenue, East Orange, NJ 07018 and Lyons VA Medical Center 151 Knollcroft Road, Lyons, NJ 07939 shall be the locations for all work performed on this requirement. Inspection The COR/POC will perform inspection of the equipment in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. If a site visit is thought to be in the best interest of ensuring a full understanding of the requirement, then a proposed date should accompany the SOW. This date may change based upon the timeliness of receipt of a completed package. Other Related Services (Not Included in the Scope of Work) Any repairs, maintenance, and/or upgrades required to complete the testing and inspection that are not explicitly provided for by this statement of work, shall not be performed without expressed written approval from the contracting officer. Contracting officer approval of additional work shall only come via modification to the contract. The contracting officer will review any ancillary repairs, maintenance and/or upgrades to determine if they are within scope prior to issuing any formal modification. Any damages to the equipment caused by fault of the contractor in the act of performing the services whether by negligence or accident shall be corrected at no additional cost to the government.
