JM92 Impulse Cartridge� 1.0�� �INTRODUCTION This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, (NSWC IHEODTD), is pursuing the procurement of the CCU-165/B (DODIC JM92) stores release cartridge. The JM92 cartridge is a Hazards of Electromagnetic Radiation to Ordnance safe cartridge used as a power source for the ejection of stores from aircraft missile launchers and bomb racks. This procurement consists of the manufacturing of complete cartridges, loaded ignition elements in cut down cases, and inert glass sealed headers. �NSWC IHEODTD will evaluate the JM92 sub-assemblies and cartridges in this procurement through Qualification testing. 1.1. SCOPE The contractor shall provide all labor, material facilities (except for items listed as Government Furnished Information (GFI) or Government Furnished Material (GFM)), and facilities to manufacture the JM92 sub-assemblies and cartridges. The contractor shall also perform all the required sub-assembly testing and in-process inspections defined in the Technical Data Package (TDP). All test data, inspection, and certification documentation shall be provided to NSWC IHEODTD. � 2.0 APPLICABLE DOCUMENTS The following documents are applicable to the extent stated within this SOW. �In the event of a conflict between the text of this SOW and other documentation such as test plans, drawings, specifications, or any documents cited herein, NSWC IHEODTD will provide written guidance as to what shall take precedence. In addition, the Contractor shall present the estimated schedule to completion per CDRL A001.� 3.2�� �The Contractor shall provide monthly progress reports per CDRL A002. Monthly progress reports shall include current schedule updates. 3.3�� �Prior to complete assembly of the JM92 cartridges, the Contractor shall perform all sub-assembly level tests presented in Table I with reference to MIL-DTL-32291 and DL3205AS357 within the TDP. �The Contractor shall deliver all sub-assembly test data per CDRL A003. Table I: Sub-Assembly Testing 3.4�� �Prior to the start of manufacture of the complete assembly of the JM92 cartridges, the Contractor shall conduct a Production Readiness Review (PRR) in accordance with IHDIVNAVSURFWARCENINST 9070.1. The PRR shall include a presentation and review of the manufacturing build order, procedures, material certifications, in-process test results, and parts. In addition, the Contractor shall provide a tour of the manufacturing facilities. The Government will provide written approval to begin with manufacturing. �The Contractor shall submit all PRR material per CDRL A004.� 3.5 �� �The Contractor shall perform the in-process 100% inspections on the levels of assembly presented in Table II on the complete production lot with reference to MIL-DTL-32291 and DL3205AS357 within the TDP. The Contractor shall deliver this inspection data per CDRL A005.
