Description
Logistics Audit for FAA Flight Program Operations Aircraft Maintenance Directorate The Federal Aviation Administration (FAA), Flight Program Operations is conducting a Market Survey/Request for Information (RFI) for planning purposes for a requirement to perform physical audits of assets at designated sites in Oklahoma City, OK and Atlantic City, NJ. The audit results will be required to be reported to the FAA, and must accurately reflect the physical inventory and reported discrepancies. The audit being requested includes the following data elements in the audit report. ����������� Part Number (if applicable) ����������� Description ����������� Serial (if applicable) ����������� Batch/Lot Number ����������� Condition Code (Serviceable/Unserviceable) ����������� Quantity on Hand ����������� Inventory Location ����������� Discrepancies Background: The Federal Aviation Administration (FAA) Flight Program Operations (AJF) performs multiple missions that require airborne operations, including: aviation safety training; flight inspection; research, development, test and evaluation (RDT&E) support; and critical event response/transportation. The fleet of aircraft to support the FAA missions require complex processes and systems to manage aircraft parts, equipment, consumables and procurement processes. The Flight Program Aircraft Maintenance Directorate is responsible to manage the logistics associated with the management of the FAA fleet. FAA Flight Program Operations is in the process of transitioning from a legacy logistics management system to a new system. The Flight Program Aircraft Maintenance Directorate is conducting this audit to ensure accurate data before the transition.� The transition is expected to begin in November 2020, so FAA would like to begin this audit as soon as practical. In preparation for data migration to a new automated inventory tracking system, it is critical to establish an accurate inventory on-hand record both for inventory integrity and financial reporting purposes. Currently, there are estimated to be 47,100 line items requiring inventory/counting. This market survey should identify qualified and capable sources that can provide the services described in the attached Statement of Work.� The draft Statement of Work (SOW), is provided as an attachment to this market survey to inform and assist interested vendors with regard to the work required. However, interested respondents are cautioned that the Government at its discretion may update and or revise this SOW for any potential contract or request for proposal. At this time, the acquisition strategy and nature of competition has not been determined for any potential contract. The Government welcomes statements of interest and capabilities from all businesses, which are capable of providing the required services. Depending on responses to this survey and analysis of market research collected, the Government may, at its discretion, decide to pursue a full and open competition or set-aside all or part of the procurement. THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/Request for Offer may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor�s expense. The principle North American Industry Classification System (NAICS) code for this effort is 541614 Process, Physical Distribution, and Logistics Consulting Services, with a size standard of $15 million. The purpose of this announcement is to conduct a market survey to solicit capability statements from interested vendors, in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on current data. The responses to this market survey will be used for informational purposes only.�������������������������������� HOW TO RESPOND TO THIS MARKET SURVEY: Interested vendors should submit the items listed below to the point of contact listed at the bottom of this announcement. Capability Statement. This document is limited to not more than ten (10) pages and must include a brief description of the services provided by your firm which are same/similar to those services outlined in this market survey and same/similar to the draft SOW attached at the bottom of this survey. Your capability statement should also include your company name, address, point of contact information, contractor size and NAICS code. � Indicate how soon you could start the audit process and whether you can meet the deadlines of 60 days for the physical audit and 90 days for the final audit report.� Indicate the labor mix and quantity of personnel you would use to perform this activity within the time frame specified. ���� 3.� Questions or Concerns about the SOW.
