DISCLAIMER This Request for Information (RFI) is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to this notice must be submitted in writing via email and must be received not later than Friday, July 31, 2020, 4:00pm EST. No telephone inquiries will be accepted. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, HUB Zone, 8(a), small business or large business). Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, examples of similar facilities for which you have provided services to, proof of applicable certification. DUNS number, address, point of contact and social-economic category (ex: SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business). If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM) (see internet site: http://www.sam.gov). Responses to this notice must be submitted in writing, and received not later than Friday, July 31, 2019, 4:00pm EST. No telephone inquiries will be accepted. WORK DESCRIPTION GENERAL INFORMATION Title of Project: Update Current Arc Flash and Electrical Coordination Study at James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx, NY. 10468. Scope of Work: A) Update Arc Flash and Electrical Coordination Study Service Contract Review previous Arc Flash and Electrical Coordination Study from Schweitzer Engineering Laboratories, Inc (SEL) furnished to James J. Peters VAMC 100% in 2014. Update the Arc Flash and Electrical Short Circuit Coordination Study from 2014 to include all changes in the electrical system since 2012. Studies are to include the entire facility which is Bldg. 16, 100, 101, 105, 106, 107, 110, Radiation Therapy Bldg., guardhouse, Fisher House 1 and 2, etc. Provide full Arc Flash Survey which will include to remove and replace all labels on all panels, electrical distribution equipment, etc. throughout the facility as per the most current NEC label requirements. The contractor will survey the installations and shall provide up to date electrical system single-line diagrams as required by NFPA-70E, 2009 Edition, Standard for Electrical Safety in the Workplace , as referenced in OSHA 29 CFR 1910 Subpart S, Appendix A. Electrical short circuit coordination study will require surveying our breakers, switchgear equipment, panelboards, transformers, ATS, etc. Study is to show current sizes, calibration settings, etc. This information shall include nameplate data for electrical components (e.g. transformers, medium voltage switchgear, panelboards, switchboards, motor control centers, etc.) for all portions of the electrical system from the utility interconnect through the lowest rated panel. Cable sizes, types, and lengths between electrical equipment components and up to date utility source data shall be provided for an accurate single-line representation of the electrical system. Contractor is to provide their own PPE as necessary to inspect any of the equipment apart of our electrical distribution system. Unique characteristics of the equipment installation shall be provided which may impact the magnitude of the potential hazard (e.g. open space versus enclosure). Data collection may require removal of barriers, opening of front panels, etc. while equipment is energized. Over-current device settings shall be verified. VA will provide any updated drawings as necessary that contractor does not have. VA will provide assistance from inhouse electricians and/or Projects and Planning for contractor to obtain access to all areas. Contractor should be qualified to open up any given equipment if necessary, to complete survey and studies. All survey work will be accomplished on energized equipment unless an outage is absolutely necessary on specific equipment. All requests for outages must be submitted in writing to and approved by the Facility Manager/Chief Engineer. Appropriate protective devices (PPE) and/or equipment shall be used in those exceptional cases where it is necessary to remove covers/open equipment thereby exposing live buses or other energized components. The electrical system study will include site visits to the VAMCs by a team from the Contractor. The contractor s team members will consist of experienced, professional staff having extensive knowledge in the field of electrical power and shall include at least one registered professional electrical engineer. The Contractor will be responsible for obtaining all necessary data for these reports from as-built drawings, field investigations and from available VAMC staff (utilizing the staff s knowledge and familiarity of the facility electrical systems). Provide 4 copies of the arc flash and electrical coordination study at project completion. Information for site electrical utilities will also be gained from as-built drawings and contractor s personal inspection of these utilities. The contractor reviews current Electrical Studies and update drawings, panels and PPE equipment as necessary to reflect current conditions of the installation. All design to be done as per VA specifications, NFPA 99, 101, most recent version of NFPA Code 70E, VA design manuals. All scale is to be metric and standard. This project is to update the previous study conducted in 2014 by Schweitzer Engineering Laboratories, Inc and James J. Peters VAMC will provide to the awardee records of previous study such as drawings and schematics.
