- DLA Distribution intends to award to Syntonics LLC to solicit only one source under the authority of FAR 13.106(b)(1)(i) contracting officer determines that the circumstances of the contract action deem only one source reasonably available for Single Half-Duplex radio tactical RF-over-fiber system located at DLA Distribution San Joaquin, California (DDJC), located at Tracy, CA. Syntonics FORAX-LS-1H2-1F systems are required to meet DoD operational requirements related to a National Security mission. This system is the only available to meet the agency needs for both functional and security requirements. FORAX-LS provides a long fiber optic connection between almost any communications radio and its antenna currently uses the FORAX-LS-1H2-1F. FORAX-LS supports all current VHF, UHF, and L-Band waveforms from 30 to 512MHz, including UHF DAMA MILSATCOM. FORAX-LS consists of a Radio Interface Unit (RIU) connected by a user-supplied optical fiber cable to an Amplifier Interface Unit (AIU). This Syntonics� FORAX product derives from development efforts funded by the U.S. Department of Defense�s SBIR/STTR program. Therefore, all FORAX procurements by the U.S. Government constitute an SBIR/STTR Phase III award that derives from, extends, or completes efforts made under prior SBIR/STTR funding agreements. This is a ""directed award"" or ""an award directly to the firm without further competition."" Under SBIR/STTR 15 USC �638(r)(4) and is authorized by statute authority of FAR 6.302-5.Therefore, Syntonics LLC is the Only One Responsible Source known that will satisfy Agency requirements for continued services and seamless mission support. Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. Responses should be marked with reference ""Forax-LS"" in the subject line. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this effort is 334310 with a small business size standard of 750 employees. PSC Code is 5895. This notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only. A solicitation will not be issued for this procurement action or posted to the single Government Point of Entry, the Federal Business Opportunity website. All responsible sources may respond by submitting qualifications/capabilities of the company by FRIDAY, July 24, 2020 at 10:00 AM EST to Deborah Johnson, Email: Deborah.L.Johnson@dla.mil for consideration by the agency. If no affirmative responses are received, a purchase order will be awarded to Syntonics LLC.
