Description
The Federal Aviation Administration (FAA) is currently in the planning stage of a competitive procurement: 1.� Background On June 19, 2019, the FAA posted a Market Survey title, �FAACO Announcement OES Market Survey�, Notice ID 33843. The objective of the announcement was to solicit feedback from sources capable of fabricating communication racks and providing technical personnel for engineering support, technical management, site preparation, and installation of the fabricated racks along with the communication equipment at FAA facilities in the National Airspace System (NAS). (The announcement can be found on Beta.Sam.gov). This announcement closed on July 5, 2019 and is only referred to for reference purposes. Today�s announcement is a continuation of the FAA�s intent to gather information. 2. Introduction Air traffic control cannot exist without the FAA nationwide system of almost sixty thousand voice radios, which are enabled by supporting equipment such as antennas, cables and equipment racks, and telecommunications equipment and infrastructure to transport this information within an airport. Air traffic controllers rely upon this system to communicate with and direct civilian and military air traffic.� This crucial communications infrastructure must operate in proper working order and with very high system availability to ensure flight safety and to enable the necessary capacity to meet system operational performance requirements. Rack Fabrication, Engineering, and Construction/Installation support is an essential component of the FAA�s Next Generation Air to Ground Communications (NEXCOM) program, which replaces the current, aging ground-based analog radios at FAA facilities throughout the NAS with new Very High Frequency (VHF) and Ultra High Frequency (UHF) radios and support equipment.� Additionally, the Air to Ground Voice Communications (AGVC) Program Office (PO) also provides telecommunications services within airports. The combined technical requirements enable a single vendor to closely work together with FAA personnel to engineer, fabricate, deliver, and install communication solutions that seamlessly meet the FAA NEXCOM and Airport Cable Loop Sustainment (ACLS) program requirements.� These services are performed under the direction of the AGVC PO and other FAA entities, and supports the three FAA Service Areas in providing voice communication, as well as on-airport telecommunications capabilities at FAA facilities.� The types of facilities involved include:� Air Route Traffic Control Center (ARTCC), Remote Communications Air to Ground (RCAG), Back-Up Emergency Communications (BUEC), Automated Flight Service Stations (AFSS), Flight Service Stations (FSS), Remote Communications Outlet (RCO), Remote Transmitter/Receiver (RTR), Terminal Radar Approach Control (TRACON), Regional Approach Control (RAPCON), Air Traffic Control Tower (ATCT) and Airports. The Rack Fabrication, Construction/Installation and Engineering requirement is more fully and specifically described in the following attachments: Draft Screening Information Request (SIR) Section B � Supplies and Services or Cost/Price Draft SIR Section C - Statement of Work (SOW).� Multiple Rack Drawings Draft SIR Attachment J5 � Labor Categories & Qualifications The FAA AGVC PO anticipates awarding a four year base contract with two, two-�year options, and two, one-year options, for a potential total of 10 years. 3.� Objective The objective of this Request For Information (RFI) is to provide potential offerors an opportunity to have a preliminary review of the SIR Draft Section B - Supplies or Services and Prices/Costs, SIR Draft Section C � Statement of Work, Attachment J5 � Labor Categories & Qualifications, and the provided Technical Drawings for Industry to provide comments / feedback back to the FAA.� 4.� Business Declaration Interested vendors are to provide current System For Award Management (SAM) registration information with their response. 5.� North American Industry Classification System (NAICS) Code The NAICS code projected for the procurement is 237130 Power and Communication Line and Related Construction. The size standard is $39,500,000. 6.� Response Guidance The FAA intends to review all responses received to gain additional understanding of Industry�s knowledge and comprehension of the available draft documents. The FAA may determine not to respond to one or any comments, questions, or other feedback received from interested parties. All information received will become the property of the FAA unless otherwise marked. Provide any responses in writing NLT 3 pm.
