THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M220QNFFM02770 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-08. ��������������������������������������������������������������������������������������������������������������������������� The National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC), Woods Hole, MA has a requirement to develop software solutions that closely align the image review process currently underway as part of the Species Verification Program (SVP) with machine learning/deep neural network based analysis. Specifically, to develop software with detailed documentation that applies machine learning (ML) algorithms to identify 45 common fish species and incorporate continuous learning to improve models as new images and verification data become available. The goal of this work is to produce software that can maintain or improve accuracy and increase efficiency of the SVP data processing, and be shared with others working to identify similar species.� The period of performance will be twelve months.�� �CLIN:��0001 Description:� Contractor to Develop Software Solutions that Closely Align the Image Review Process Currently Underway as Part of the Species Verification Program (SVP) with Machine Learning/Deep Neural Network Based Analysis in Accordance with the Attached Statement of Work.� Quantity: 1 Unit:� JB Unit Price:� $_________ Total Price:��$ __________ The Government will award a Firm Fixed Price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.� The following factors shall be used to evaluate offers (1) Technical, (2) Past Performance, and (3) Price. This RFQ is 100% set aside for small businesses. The associated NAICS code is 541511, Custom Computer Programming Services, with a Size Standard of $30M. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number � 1305M220QNFFM02770 The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Address technical capability in meeting the requirement per the Statement of Work.� This may include product literature, or other documents if necessary.� Submit no more than three past performance references similar in size and scope and completed or in progress within the last three years for meeting this requirement. �� Acknowledgment of Solicitation Amendments (SF-30), if any. � All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by11:00 A.M. Eastern Daylight Time (EDT) on July 24, 2020. Telephone inquiries will not be honored.� All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted by 4:00 P.M. Eastern on July 30, 2020 via e-mail to Wendy.Culbreth@noaa.gov.� Any award resulting from this RFQ will be made based on most advantageous to the Government, price and other factors considered.� The anticipated award date is on or about August 25, 2020. Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt.
