This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This is an UNRESTRICTED procurement. If the successful offeror is considered a large business, the large business offeror will be required to submit a subcontracting plan in accordance with FAR 52.219-9 Small Business Subcontracting Plan for review and approval. The subcontracting plan must be submitted in accordance with the contract requirements and approved by the Contracting Officer for an award to be made. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-06 effective 6/5/2020. The U.S. Department of Transportation (USDOT), Maritime Administration (MARAD) is seeking to issue a firm fixed price contract with for the State of Michigan FY20 DryDock as described in the State of Michigan FY20 DryDock Package � Attachment 1, Solicitation Provisions, Contract Clauses and Evaluation Criteria � Attachment 2 , Price Sheet � Attachment 3, 69727620Q000024 Questions and Responses - Attachment 4 and reference attachments. The cut-off date for questions in response to the solicitation and/or site visits is 15 July 2020 at 10:00 am CST.� The solicitation closing date is 4 August 2020 at 10:00 am CST. All interested companies shall provide a quotation for the following: CLIN 00001: General Services Requirement CLIN 00002: Dry Dock Work Items CLIN 00003: Repair Items CLIN 00004: Cost Items CLIN 00005: OPTION � Drydock Guidance Drawing All quotes shall be formatted in accordance with the �Price Sheet � Attachment 3�, which includes the above CLINS and associated SubCLINS. Site Visit: A site visit will be held on 13 July 2020 at 0800 AM, CST at the Great Lakes Maritime Academy located at 715 E. Front St., Traverse City, MI 49686. The point of contact for the site visit is Dennis Rambin and he can be reached via telephone at 409-284-1433 or email at Dennis.Rambin@dot.gov.� Failure of a prospective quoter to submit any questions or attend the site visit will be construed to mean that the quoter fully understands all requirements of the solicitation.� Prospective quoters are advised that the site visit will be held solely to allow quoters an opportunity to gain the best possible understanding of the working environment and specific work items to be addressed under contract to allow for an accurate and complete price quote.� All prospective quoters are advised that after the site visit, unless the solicitation is amended in writing, it will remain unchanged and, that if an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. BASIS FOR AWARD �� Award will be made to the responsible quoter on a Lowest Price Technically Acceptable (LPTA) basis.� The Government intends to evaluate quotes and award a purchase order without further negotiations with quoters, but the Government reserves the right to conduct negotiations if later determined by the Contracting Officer to be necessary.
