- INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single contract for the Improve Traffic Flow and Upgrade Physical Security Design- Build Construction project at the Black Hills VA Health Care System (BHVAHCS), Fort Meade VA Medical Center (FMVAMC), Fort Meade, SD. The proposed project will be awarded as a firm-fixed-price contract utilizing design- build procedures. PROJECT DESCRIPTION: The scope for this project is for the construction of a functional roadway, parking lot, and applicable physical security system that meets the requirements of the Department of Veterans Affairs. This project will provide increased safety and customer access by improving the traffic flow, parking, road conditions, access, lighting, traffic signage and physical security for Veterans and employees. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the Lowest Price Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small-Business Set-Aside. Offers received from other than Service-Disabled Veteran-Owned Small-Business concerns will not be considered. The applicable NAICS code is 237310 with a size standard of $39.5 million. The solicitation will be issued on or about January 20, 2020. All bids will be due by the date and time specified in the solicitation. Specifications and drawings will be provided as attachments to the solicitation posted to the System for Award Management website (https://beta.sam.gov/). The period of performance is approximately 198 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $1,000,000 and $2,000,000. All questions must be submitted in writing to the issuing office via email to jamahel.fayall@va.gov.
