Amendment 001 for the subject project. Please see attachment titled SF30 Amendment 001. This RFP will still close on July 30, 2020 at 4:00 pm CST.� TITLE OF PROJECT: Homer Thornberry Judicial Building Elevator Modernization Project DESCRIPTION OF PROPOSED WORK:� The General Services Administration (GSA), Public Buildings Service (PBS) is seeking an elevator contractor to modernize four (4) existing Hydraulic Passenger elevators. Provide new: AC motor, solid state microprocessor controls, cab, doors, door operators and all associated work to provide four complete new passenger elevators.� The GSA, PBS, is also seeking to modernize one (1) existing geared traction elevator. Provide new: AC motor, solid state microprocessor controls, cab, doors, door operators and all associated work to provide one complete geared traction passenger elevator. The elevator modernization project shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards for this project located at the Homer Thornberry Judicial Building in downtown Austin, Texas. GENERAL CONSTRUCTION REQUIREMENTS: �In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $1,000,000.00 and $5,000,000.00. Any other than small businesses with a proposal above $1.5 million will be required to submit a Small Business Subcontracting Plan with their proposal. LOCATION OF THE WORK:� Homer Thornberry Judicial Building, 903 San Jacinto Blvd, Austin, TX 78701. NAICS Code and Title:� 238290 - Electrical Contractors and Other Wiring Installation Contractors Small Business Size Standard:� $16.5 Million THIS PROCUREMENT IS FOR FULL AND OPEN COMPETITION. The proposal due date will be July 30, 2020.�The date for a pre-proposal conference (Site Visit) is stated in the�Solicitation package. �Attendance at this conference is vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. �Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. The Period of Performance is 550 calendar days after notice to proceed; 50 calendar days is for security clearances, design submittals and material procurement and 500 calendar days is for construction. PROCEDURES FOR AWARD:� �The Government will make award to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government, non-cost (technical) factors and cost/price considered. For this solicitation, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. It is the Government intention to award without discussions, but if determined necessary, the Government reserves the right to hold discussions. PLAN AVAILABILITY:� �The solicitation will be available for electronic download at no charge from the beta.sam.gov website under Contracting Opportunities.� AMENDMENTS TO SOLICITATION:� It is the offeror's responsibility to monitor beta.sam.gov for the release of any amendments. BONDING:� A bid bond is required as well as payment and performance bonds.� SECURITY:� Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check.� Specific security requirements will be contained in the solicitation.� ELIGIBLE OFFERORS:� All responsible firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management at www.sam.gov for registering their firm and completing representations and certifications.� An email containing the complete RFP package (329 page solicitation)�and Price Proposal Summary (includes a summary sheet and a detail sheet for a breakout of hours, materials and equiment)�is required by the stated deadline to be considered an interested party for award.
